  1                                   A JOINT MEMORIAL
  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the Senate and the House of Representatives of  the
  6    State  of  Idaho  assembled  in the Second Regular Session of the Fifty-eighth
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, we recognize that federal agencies exchange and divest  small  or
  9    insignificant parcels of land; and
 10        WHEREAS, almost sixty-four percent of Idaho is federal land; and
 11        WHEREAS,  there  exists in the Congress of the United States a proposal to
 12    sell a significant portion of Idaho's federal land; and
 13        WHEREAS, this federal land contributes to Idaho's  economy  in  many  ways
 14    including grazing, mining, timber production and recreation; and
 15        WHEREAS,  federal land in Idaho provides average Americans access to wild,
 16    natural areas; and
 17        WHEREAS, the federal government has purchased significant amounts of  land
 18    over the years with general fund moneys and land and water conservation funds;
 19    and
 20        WHEREAS,  there  are  many areas of the state where the federal government
 21    has increased their holdings such as the Stanley Basin; and
 22        WHEREAS, if the federal government identifies surplus lands,  they  should
 23    cede  them  to  the  state through a public comment process as promised, to be
 24    managed for the benefit of public access and education; and
 25        WHEREAS, Idahoans value outdoor experiences very highly and generations of
 26    Idahoans and other Americans have enjoyed this federal land through activities
 27    such as hunting, fishing, camping and hiking; and
 28        WHEREAS, most Idahoans have found special places  on  federal  land  which
 29    give  their  lives meaning and enjoyment and the sale of a significant portion
 30    of this land would prohibit many from utilizing these places in the future.
 31        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 32    sion of the Fifty-eighth Idaho Legislature, the Senate and the House of Repre-
 33    sentatives concurring therein, that we are opposed to any proposals which lead
 34    to a significant sale of federal land located in the state of Idaho.
 35        BE  IT  FURTHER  RESOLVED  that the Secretary of the Senate be, and she is
 36    hereby authorized and directed to forward a copy of this Memorial to the Pres-
 37    ident of the Senate and the Speaker of the House of  Representatives  of  Con-
 38    gress, and the congressional delegation representing the State of Idaho in the
 39    Congress of the United States.

state of Idaho.
