  1                                        AN ACT
  2    RELATING TO THE STATE LIQUOR DISPENSARY; REPEALING SECTION 23-213, IDAHO CODE,
  3        RELATING TO PROHIBITING PERSONNEL FROM ENGAGING IN POLITICS.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION 1.  That Section 23-213, Idaho Code, be, and the  same  is  hereby
  6    repealed.

Statement of Purpose / Fiscal Impact


                     STATEMENT OF PURPOSE

                           RS 16545

The Idaho State Liquor Dispensary is one of a very few agencies 
whose officers and employees are prohibited from engaging in 
certain political activities.  Idaho Code § 23-213 prohibits any 
officer or employee of the Dispensary from serving on or being a 
member of any committee of any political party or actively 
engaging in or contributing to partisan primary or election 
campaigns.  The Dispensary proposes that Idaho § 23-213 be 
repealed to provide Dispensary officers and employees the same 
rights and privileges as the vast majority of other state 
officers and employees.
