APPROPRIATIONS - MENTAL HEALTH/SUBSTANCE ABUSE TREATMENT - Appropriates an
additional $680,000 to the Supreme Court for drug coordination and drug
testing for fiscal year 2008; appropriates an additional $880,000 to the
Department of Health and Welfare for substance abuse treatment;
appropriates an additional $270,600 to the Department of Correction for
offender supervision; appropriates an additional $1,240,000 to the
Department of Health and Welfare for providing mental health and substance
abuse grants; appropriates an additional $160,000 to the Department of
Correction for offender supervision; appropriates $395,000 to the Office of
the Governor for the Office of Drug Policy for fiscal year 2008;
appropriates an additional $250,000 to the Legislative Services Office for
the purpose of a mental health and substance abuse implementation plan; and
authorizes an additional 6 full-time equivalent positions for the

  2    RELATING TO MENTAL HEALTH AND SUBSTANCE ABUSE; APPROPRIATING ADDITIONAL MONEYS
  3        TO THE SUPREME COURT FOR FISCAL YEAR 2008; APPROPRIATING ADDITIONAL MONEYS
  4        TO THE DEPARTMENT OF HEALTH AND WELFARE FOR THE SUBSTANCE ABUSE  TREATMENT
  5        PROGRAM  FOR  FISCAL  YEAR  2008;  APPROPRIATING  ADDITIONAL MONEYS TO THE
  6        DEPARTMENT OF CORRECTION FOR COMMUNITY SUPERVISION FOR FISCAL  YEAR  2008;
  7        APPROPRIATING  ADDITIONAL  MONEYS  TO THE DEPARTMENT OF HEALTH AND WELFARE
  8        FOR THE COMMUNITY MENTAL HEALTH PROGRAM FOR MENTAL  HEALTH  AND  SUBSTANCE
  9        ABUSE  GRANTS FOR FISCAL YEAR 2008; APPROPRIATING ADDITIONAL MONEYS TO THE
 10        DEPARTMENT OF CORRECTION FOR FISCAL YEAR 2008; APPROPRIATING MONEYS TO THE
 11        OFFICE OF THE GOVERNOR FOR THE OFFICE OF DRUG POLICY FOR FISCAL YEAR 2008;
 12        APPROPRIATING ADDITIONAL MONEYS TO THE  LEGISLATIVE  SERVICES  OFFICE  FOR
 13        FISCAL  YEAR  2008;  AND AUTHORIZING ADDITIONAL FULL-TIME EQUIVALENT POSI-
 14        TIONS FOR THE DEPARTMENT OF CORRECTION.
                                                                        
 15    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 16        SECTION 1.  In addition to any other appropriation provided by law,  there
 17    is  hereby appropriated to the Supreme Court the sum of $680,000 from the Drug
 18    Court, Mental Health Court and Family Court Services Fund for the period  July
 19    1,  2007, through June 30, 2008, for the purpose of drug coordination and drug
 20    testing.
                                                                        
 21        SECTION 2.  In addition to any other appropriation provided by law,  there
 22    is  hereby  appropriated  to the Department of Health and Welfare for the Sub-
 23    stance Abuse Treatment Program the following amount to be  expended  according
 24    to  the  designated  expense class from the listed fund for the period July 1,
 25    2007, through June 30, 2008, for the purpose of substance abuse treatment:

 30        SECTION 3.  In addition to any other appropriation provided by law,  there
 31    is  hereby appropriated to the Department of Correction for Community Supervi-
 32    sion the following amounts to be expended according to the designated  expense
 33    classes  from  the  listed  fund for the period July 1, 2007, through June 30,
 34    2008, for the purpose of offender supervision:

  2    is  hereby appropriated to the Department of Health and Welfare for the Commu-
  3    nity Mental Health program the following amount to be  expended  according  to
  4    the designated expense class from the listed fund for the period July 1, 2007,
  5    through  June  30,  2008,  for the purpose of providing mental health and sub-
  6    stance abuse grants:

 11        SECTION 5.  In addition to any other appropriation provided by law,  there

 15    2008, for the purpose of offender supervision as a result of mental health and
 16    substance abuse grants:

 36        SECTION 7.  In addition to any other appropriation provided by law,  there
 37    is  hereby appropriated to the Legislative Services Office the sum of $250,000
 38    from the General Fund for the period July 1, 2007, through June 30, 2008,  for
 39    the purpose of a mental health and substance abuse system implementation plan.
                                                                        
 40        SECTION 8.  In addition to the authorization made in Section 2, House Bill
 41    No.  293, enacted by the First Regular Session of the Fifty-ninth Idaho Legis-
 42    lature, the Department of Correction is hereby authorized  six  (6)  full-time
 43    equivalent positions for the period July 1, 2007, through June 30, 2008.

Statement of Purpose / Fiscal Impact


                STATEMENT OF PURPOSE

                      RS 17173

This is the trailer appropriation bill that provides 
spending authority for House Bill 180, Senate Bill 1143, 
Senate Concurrent Resolution 108, and House Bill 106.  
House Bill 180 modified the Liquor Distribution to provide 
for an increase of 275 participants in Drug and Mental 
Health Courts.  Senate Bill 1143 modified the current law 
to allow for ongoing substance abuse and mental health 
grants that can be used to establish community partnerships 
with local governments and local citizens regarding 
treatment of substance abuse and mental health.  Senate 
Concurrent Resolution 108 dealt with the creation of an 
implementation plan for changing Idaho’s current mental 
health and substance abuse system.  House Bill 106 created 
in Idaho Code the Office of Drug Policy. 



                      FISCAL NOTE

This fiscal impact of this legislation is a follows:

    Supreme Court: $680,000 from the Mental Health and 
    Family Court Services Fund.

    Department of Health and Welfare: $880,000 from the 
    Substance Abuse Treatment Fund.

    Department of Corrections: $270,600 from the Drug and 
    Mental Health Court Supervision Fund.
    
    Department of Health and Welfare: $1,240,000 from the 
    General Fund.

    Department of Corrections: $160,000 from the General 
    Fund. 

    Legislative Services Office: $250,000 from the General 
    Fund.
    
    Office on Drug Policy: $250,000 from the General Fund 
    and $145,000 from the Miscellaneous Revenue Fund.

The total fiscal impact is $1,900,000 from the General Fund 
and $1,975,600 from dedicated funds, for a grand total of 
$3,875,600.
