SEXUAL OFFENDER REGISTRATION ACT – Amends existing law relating to the Sexual Offender Registration Act to provide that the act applies to persons convicted of certain crimes and to clarify that an offender is not required to comply with the sex offender registration requirements while incarcerated; and to require electronic monitoring of violent sexual predators.
