2 RELATING TO APPROPRIATIONS FOR THE SUPERINTENDENT OF PUBLIC INSTRUCTION/STATE
3 DEPARTMENT OF EDUCATION; AMENDING SECTION 1, CHAPTER 382, LAWS OF 2005, TO
4 REVISE THE APPROPRIATION MADE TO THE SUPERINTENDENT OF PUBLIC
5 INSTRUCTION/STATE DEPARTMENT OF EDUCATION; AMENDING SECTION 2, CHAPTER
6 382, LAWS OF 2005, TO PROVIDE ADDITIONAL AUTHORIZED FULL-TIME EQUIVALENT
7 POSITIONS FOR THE SUPERINTENDENT OF PUBLIC INSTRUCTION/STATE DEPARTMENT OF
8 EDUCATION; AND DECLARING AN EMERGENCY.
9 Be It Enacted by the Legislature of the State of Idaho:
10 SECTION 1. That Section 1, Chapter 382, Laws of 2005, be, and the same is
11 hereby amended to read as follows:
12 SECTION 1. There is hereby appropriated to the Superintendent of Public
13 Instruction/State Department of Education the following amounts to be expended
14 according to the designated expense classes from the listed funds for the
15 period July 1, 2005, through June 30, 2006:

11 SECTION 2. That Section 2, Chapter 382, Laws of 2005, be, and the same is
12 hereby amended to read as follows:
13 SECTION 2. In accordance with Section 67-3519, Idaho Code, the State
14 Department of Education is authorized no more than one hundred
15 twenty-foureight (1248) full-time equivalent positions at any point during the
16 period July 1, 2005, through June 30, 2006, unless specifically authorized by
17 the Governor. The Joint Finance-Appropriations Committee will be notified
18 promptly of any increased positions so authorized.
19 SECTION 3. An emergency existing therefor, which emergency is hereby
20 declared to exist, this act shall be in full force and effect on and after its
21 passage and approval.

This supplemental appropriation for the Superintendent of Public Instruction/state Department of Education includes five supplemental appropriation issues:
The first provides federal funds spending authority for competitive State Improvement Grant awarded to the department. These funds will be used to assist school districts with recruiting and retaining special ed instructors, training school personnel in leadership, instructional coaching in math and science, and transitioning secondary students. The second increases the department’s appropriation in federal operating funds, to better reflect the amount of grant funds that have been received. The third accomplishes an internal transfer of dedicated funds, which nets to zero. The fourth provides one-time federal funds spending authority to pay two new employees to provide technical assistance to new charter schools. The fifth provides dedicated funds spending authority and authorization to hire two new employees to enhance the department’s ability to collect and report school data, including the ability to track student progress, even when students move from district to district.
In terms of net funding, this supplemental increases spending authorization in federal funds by $8,233,800, and dedicated funds by $90,000. There is no impact on the General Fund.
