That Section 33-4304, Idaho Code, be, and the same is hereby 18 amended to read as follows: 19 33-4304. PUBLIC POLICY. The legislature hereby recognizes and declares 20 that substantial economic and social benefits accrue to the state because of 21 an educated citizenry, and that the encouragement of the state's most talented 22 Idaho secondary school graduates to enroll in Idaho postsecondary educational 23 institutions is an important element for assuring the future leadership for 24 the state. Further, the legislature recognizes the shortage of trained math 25 and science teachers available to our schools and intends to provide scholar- 26 ships to eligible individuals if they agree to teach math or science courses 27 for a minimum of four (4) years in Idaho schools. 28 SECTION 2. That Section 33-4305, Idaho Code, be, and the same is hereby 29 amended to read as follows: 30 33-4305. PURPOSES. The purpose of this act is: 31 (1) To establish a state scholarship program for the most talented Idaho 32 secondary school graduates or the equivalent, consisting of category A stu- 33 dents with outstanding academic qualifications and category B students with a 34 cumulative grade point average for grades nine (9) through twelve (12) of 3.0 35 or better or achieving an ACT score of 20 or better or who become eligible 36 after the student's first semester or who meet any other criteria as may be 37 established by the state board of education and the board of regents of the 38 university of Idaho, and category C students who will major in mathematics or 39 the sciences and will agree to teach math and science courses for a minimum of 40 four (4) years in Idaho schools and who will enroll in undergraduate 41 nonreligious academic and professional-technical programs in eligible post- 2 1 secondary institutions in the state; and 2 (2) To designate the state board of education and the board of regents of 3 the university of Idaho as the administrative agency for the state scholarship 4 program. 5 SECTION 3. That Section 33-4306, Idaho Code, be, and the same is hereby 6 amended to read as follows: 7 33-4306. DEFINITIONS. As used in this act, unless the context otherwise 8 requires: 9 (1) "Eligible postsecondary institution" means a public postsecondary 10 organization governed or supervised by the state board of education, the board 11 of regents of the university of Idaho, a board of trustees of a community col- 12 lege established pursuant to the provisions of section 33-2106, Idaho Code, or 13 the state board for professional-technical education or any educational orga- 14 nization which is operated privately and not for profit under the control of 15 an independent board and not directly controlled or administered by a public 16 or political subdivision. A public or private educational organization becomes 17 eligible to participate in category B or category C grant awards if the orga- 18 nization agrees to match awards granted to each eligible category B or cate- 19 gory C student. If an institution declines to match awards, an eligible stu- 20 dent will receive the state portion of the award to that institution. 21 (2) "Educational costs" means student costs for tuition, fees, room and 22 board, or expenses related to reasonable commuting, books and such other 23 expenses reasonably related to attendance at a postsecondary educational 24 institution for category A and B students and the student costs for tuition, 25 fees, books, expenses related to reasonable commuting and such other expenses 26 reasonably related to attendance at a postsecondary educational institution 27 for category C students. 28 (3) "Student" means an individual resident student as defined in section 29 33-3717B or 33-2110B, Idaho Code, enrolled full time and carrying a sufficient 30 number of credit hours, or their equivalent, to secure an individual's first 31 degree, certificate, diploma or less, toward which the individual is working, 32 in no more than the number of semesters, or equivalent, normally required by 33 the eligible postsecondary institution in the program in which the individual 34 is enrolled and provided that the baccalaureate degree, certificate, diploma 35 or lesser program requires at least six (6) months or equivalent of consecu- 36 tive attendance. A student engaged in a four (4) year baccalaureate program 37 shall not be terminated from this scholarship program by having earned an 38 intermediate degree, certificate or diploma. 39 (4) "Enrollment" means the establishment and maintenance of an 40 individual's status as a student in an eligible postsecondary institution, 41 regardless of the term used at the institution to describe such status. 42 (5) "Eligible category A student" means any individual who declares his 43 intention to matriculate in an eligible postsecondary institution in the state 44 of Idaho during the educational year immediately following: 45 (a) The individual's graduation from an accredited secondary school in 46 the state of Idaho; or 47 (b) The individual's graduation from an accredited secondary school out- 48 side of the United States, provided that the individual graduated from 49 such school, and the individual and a parent of the individual were resi- 50 dents of the state of Idaho, within one (1) year of leaving the state due 51 to the military status or job relocation of a parent. 52 (6) "Eligible category B student" means any student, having completed 53 secondary school or its equivalent in the state of Idaho, or outside of the 3 1 United States if within one (1) year of leaving the state due to the military 2 status or job relocation of a parent (a) the student completed such secondary 3 school or its equivalent, and (b) the student and a parent of the student 4 were residents of the state of Idaho, and who enrolls as a student in an eli- 5 gible postsecondary institution in the state of Idaho prior to reaching 6 twenty-two (22) years of age. To maintain eligibility a student must achieve 7 and maintain a 2.5 cumulative grade point average while enrolled in an eligi- 8 ble postsecondary institution. Students meeting the requirements of this sub- 9 section who were not eligible for a grant in the first term of postsecondary 10 education and who achieve and maintain a 2.5 cumulative grade point average 11 based on a 4.0 system in an eligible postsecondary institution will become 12 eligible for grant payments in subsequent school terms. 13 (7) "Eligible category C student" means any individual who declares his 14 intention to matriculate in an eligible postsecondary institution in the state 15 of Idaho during the educational year immediately following: 16 (a) The individual's graduation from an accredited secondary school in 17 the state of Idaho; or 18 (b) The individual's graduation from an accredited secondary school out- 19 side of the United States, provided that the individual graduated from 20 such school, and the individual and a parent of the individual were resi- 21 dents of the state of Idaho, within one (1) year of leaving the state due 22 to the military status or job relocation of a parent; and 23 (c) Who will major in mathematics or science and upon graduation will 24 agree to teach mathematics or science for a minimum of four (4) years in 25 Idaho schools. 26 (8) "Grant" means an award to an eligible student for matriculation in an 27 eligible postsecondary institution in the state of Idaho. 28 (89) "Educational year" means the period from July 1 of a year through 29 June 30 of the succeeding year. 30 (910) "Competitive examination" means standardized examination(s) measur- 31 ing achievement administered annually on a voluntary basis on a specified date 32 and at specified locations announced publicly. 33 (101) "High school record," for category A students, will be defined by 34 the state board of education and the board of regents of the university of 35 Idaho and may include, but need not be limited to, an individual's rank in his 36 secondary school class, grade point average, and difficulty of course load 37 taken as certified by an official of such secondary school, and the 38 individual's secondary school deportment as evaluated by at least two (2) 39 officials of such secondary school. 40 (112) "High school record," for category B students, shall be defined by 41 the state board of education and the board of regents of the university of 42 Idaho and may include, but need not be limited to, an individual's secondary 43 school cumulative grade point average or a composite score on the American 44 college test (ACT). 45 (13) "High school record," for category C students, shall be defined by 46 the state board of education and the board of regents of the university of 47 Idaho and may include, but need not be limited to, an individual's secondary 48 school cumulative grade point average or a composite score on the American 49 college test (ACT) and shall demonstrate an aptitude that provides the likeli- 50 hood of success in graduating with a degree in mathematics or science. 51 (124) "Cumulative grade point average" is defined as a student's cumula- 52 tive grade point average for all courses taken in grades nine (9) through 53 twelve (12) and calculated on a grade of A equals 4.0 points, a grade of B 54 equals 3.0 points, a grade of C equals 2.0 points, a grade of D equals 1.0 55 point and a grade of F equals 0.0 points. 4 1 SECTION 4. That Section 33-4307, Idaho Code, be, and the same is hereby 2 amended to read as follows: 3 33-4307. ELIGIBILITY -- MAXIMUM AMOUNTS -- CONDITIONS. A grant may be 4 awarded to an eligible student for matriculation at an eligible postsecondary 5 educational institution in the state of Idaho if: 6 (1) The individual is accepted for enrollment as a full-time undergradu- 7 ate or professional-technical student, as follows: 8 (a) In the case of an individual beginning his first year or freshman 9 year of postsecondary education, he has satisfied the requirements for 10 admission and has enrolled in an eligible postsecondary institution. 11 (b) In the case of an individual enrolled in an eligible postsecondary 12 institution following the successful completion of the first term, he con- 13 tinues to meet the requirements of this act and has maintained such high 14 standards of performance as may be required. Provided that high academic 15 standards are maintained in accordance with requirements of this chapter, 16 a student continues to be eligible when transferring from one (1) major 17 program to another. 18 (c) In the case of an individual transferring from one (1) eligible post- 19 secondary institution in Idaho to another eligible postsecondary institu- 20 tion in Idaho, he continues to meet the requirements of this act, is 21 accepted and enrolled at the eligible postsecondary institution to which 22 he is transferring, and has maintained such high standards of performance 23 as may be required. 24 (2) The grant for category A students is as follows: 25 (a) The grant payment to an individual per educational year for atten- 26 dance on a full-time basis is not in excess of an amount determined annu- 27 ally by the state board of education or in excess of the total educational 28 costs as certified by an official of the eligible postsecondary institu- 29 tion to be attended by the individual receiving the grant, whichever is 30 less. 31 (b) The total grant payments over a period of six (6) years to an indi- 32 vidual may not exceed four (4) annual grants or the total educational 33 costs for four (4) educational years completed as certified by an official 34 of the eligible postsecondary institution or institutions attended by the 35 individual receiving the grant, whichever is less. 36 (c) The individual receiving such a grant signs an affidavit stating that 37 the grant will be used for educational costs only. 38 (d) The grant is awarded on the basis of extraordinary performance in 39 standardized, unweighted competitive examination and high school record. 40 (e) The individual receiving the grant is not precluded from receiving 41 other financial aid, awards, or scholarships, provided the total of the 42 grant and such other financial aids, awards or scholarships does not 43 exceed the total educational costs for attendance at an eligible post- 44 secondary institution as certified by an official of the eligible post- 45 secondary institution to be attended by the individual receiving the 46 grant. 47 (f) Grant payments shall correspond to academic terms, semesters, quar- 48 ters or equivalent time periods at an eligible postsecondary institution; 49 in no instance may the entire amount of a grant for an educational year, 50 as defined in section 33-4306(109), Idaho Code, be paid to or on behalf of 51 such student in advance. 52 (g) The individual has complied with such rules as may be necessary for 53 the administration of this act. 54 (3) The grant for category B students is as follows: 5 1 (a) The grant payment to an individual per educational year for atten- 2 dance on a full-time basis is not in excess of an amount determined annu- 3 ally by the state board of education and the board of regents of the uni- 4 versity of Idaho and not to exceed one thousand two hundred dollars 5 ($1,200) per year including the required match. 6 (b) The total grant payments over a period of four (4) years to an indi- 7 vidual may not exceed two (2) annual grants. 8 (c) The individual receiving such a grant signs an affidavit stating that 9 the grant will be used for educational costs only. 10 (d) The grant is awarded on the basis of a high school record of a 3.0 11 grade point average or an ACT composite score of 20 or better and other 12 criteria as may be established by the state board of education and the 13 board of regents of the university of Idaho. 14 (e) The individual receiving the grant is not precluded from receiving 15 other financial aid, awards or scholarships except that category A student 16 award recipients are not eligible for category B awards. 17 (f) Grant payments shall correspond to academic terms, semesters, quar- 18 ters or equivalent time periods at an eligible postsecondary institution; 19 in no instance may the entire amount of a grant for an educational year, 20 as defined in section 33-4306(89), Idaho Code, be paid to or on behalf of 21 such student in advance. The first grant payments pursuant to this section 22 for category B students shall be made in the fall of 2001 or in the first 23 fall academic term following an appropriation and when moneys are avail- 24 able to implement the category B scholarship program, whichever date is 25 later. 26 (g) The individual has complied with such rules as may be necessary for 27 the administration of this chapter. 28 (h) All eligible postsecondary institutions will report annually to the 29 state board of education and the board of regents of the university of 30 Idaho the number of students for each term receiving a grant award and the 31 number of awards that were matched by the institution. 32 (4) The grant for category C students is as follows: 33 (a) The grant payment to an individual per educational year for atten- 34 dance on a full-time basis is not in excess of an amount determined annu- 35 ally by the state board of education or in excess of the total educational 36 costs as certified by an official of the eligible postsecondary institu- 37 tion to be attended by the individual receiving the grant, whichever is 38 less. 39 (b) The total grant payments over a period of six (6) years to an indi- 40 vidual may not exceed four (4) annual grants or the total educational 41 costs for four (4) educational years completed as certified by an official 42 of the eligible postsecondary institution or institutions attended by the 43 individual receiving the grant, whichever is less. 44 (c) The individual receiving such a grant signs an affidavit stating that 45 the grant will be used for educational costs only. 46 (d) The grant is awarded on the basis of the probability of the individ- 47 ual successfully completing requirements for a mathematics or science 48 degree and after graduation agreeing to teach a minimum of four (4) years 49 in Idaho schools. 50 (e) The individual receiving the grant is not precluded from receiving 51 other financial aid, awards, or scholarships, provided the total of the 52 grant and such other financial aid, awards or scholarships does not exceed 53 the total educational costs for attendance at an eligible postsecondary 54 institution as certified by an official of the eligible postsecondary 55 institution to be attended by the individual receiving the grant. 6 1 (f) Grant payments shall correspond to academic terms, semesters, quar- 2 ters or equivalent time periods at an eligible postsecondary institution; 3 in no instance may the entire amount of a grant for an educational year, 4 as defined in section 33-4306(9), Idaho Code, be paid to or on behalf of 5 such student in advance. 6 (g) The individual has complied with such rules as may be necessary for 7 the administration of this act. 8 SECTION 5. That Section 33-4308, Idaho Code, be, and the same is hereby 9 amended to read as follows: 10 33-4308. MAXIMUM NUMBER OF GRANTS. (1) The total number of grants to eli- 11 gible category A students shall not exceed one hundred (100) per year, nor a 12 cumulative total number of grants of four hundred (400) outstanding at any 13 given time. 14 (2) The total number of grants to category B students will be determined 15 annually by the state board of education and the board of regents of the uni- 16 versity of Idaho based on the number of eligible students, the individual 17 award amount and the availability of funds. 18 (3) The total amount of grants to category C students will be determined 19 annually by the state board of education and the board of regents of the uni- 20 versity of Idaho based on the number of eligible students, the individual 21 award amount and the availability of funds. 22 SECTION 6. That Section 63-3638, Idaho Code, be, and the same is hereby 23 amended to read as follows: 24 63-3638. SALES TAX -- DISTRIBUTION. All moneys collected under this chap- 25 ter, except as may otherwise be required in sections 63-3203 and 63-3709, 26 Idaho Code, shall be distributed by the tax commission as follows: 27 (1) An amount of money shall be distributed to the state refund account 28 sufficient to pay current refund claims. All refunds authorized under this 29 chapter by the commission shall be paid through the state refund account, and 30 those moneys are continuously appropriated. 31 (2) Five million dollars ($5,000,000) per year is continuously appropri- 32 ated and shall be distributed to the permanent building fund, provided by sec- 33 tion 57-1108, Idaho Code. 34 (3) Four million eight hundred thousand dollars ($4,800,000) per year is 35 continuously appropriated and shall be distributed to the water pollution con- 36 trol account established by section 39-3605, Idaho Code. 37 (4) An amount equal to the sum required to be certified by the chairman 38 of the Idaho housing and finance association to the state tax commission pur- 39 suant to section 67-6211, Idaho Code, in each year is continuously appropri- 40 ated and shall be paid to any capital reserve fund, established by the Idaho 41 housing and finance association pursuant to section 67-6211, Idaho Code. Such 42 amounts, if any, as may be appropriated hereunder to the capital reserve fund 43 of the Idaho housing and finance association shall be repaid for distribution 44 under the provisions of this section, subject to the provisions of section 45 67-6215, Idaho Code, by the Idaho housing and finance association, as soon as 46 possible, from any moneys available therefor and in excess of the amounts 47 which the association determines will keep it self-supporting. 48 (5) An amount equal to the sum required by the provisions of section 49 63-709, Idaho Code, is continuously appropriated and shall be paid as provided 50 by section 63-709, Idaho Code. 51 (6) An amount required by the provisions of chapter 53, title 33, Idaho 7 1 Code. 2 (7) An amount required by the provisions of chapter 87, title 67, Idaho 3 Code. 4 (8) One dollar ($1.00) on each application for certificate of title or 5 initial application for registration of a motor vehicle, snowmobile, all- 6 terrain vehicle or other vehicle processed by the county assessor or the Idaho 7 transportation department excepting those applications in which any sales or 8 use taxes due have been previously collected by a retailer, shall be a fee for 9 the services of the assessor of the county or the Idaho transportation depart- 10 ment in collecting such taxes, and shall be paid into the current expense fund 11 of the county or state highway account established in section 40-702, Idaho 12 Code. 13 (9) Thirteen and three-quarters percent (13.75%) is continuously appro- 14 priated and shall be distributed to the revenue sharing account which is cre- 15 ated in the state treasury, and the moneys in the revenue sharing account will 16 be paid in installments each calendar quarter by the tax commission as fol- 17 lows: 18 (a) Twenty-eight and two-tenths percent (28.2%) shall be paid to the var- 19 ious cities as follows: 20 (i) Fifty percent (50%) of such amount shall be paid to the various 21 cities, and each city shall be entitled to an amount in the propor- 22 tion that the population of that city bears to the population of all 23 cities within the state; and 24 (ii) Fifty percent (50%) of such amount shall be paid to the various 25 cities, and each city shall be entitled to an amount in the propor- 26 tion that the preceding year's market value for assessment purposes 27 for that city bears to the preceding year's market value for assess- 28 ment purposes for all cities within the state. 29 (b) Twenty-eight and two-tenths percent (28.2%) shall be paid to the var- 30 ious counties as follows: 31 (i) One million three hundred twenty thousand dollars ($1,320,000) 32 annually shall be distributed one forty-fourth (1/44) to each of the 33 various counties; and 34 (ii) The balance of such amount shall be paid to the various coun- 35 ties, and each county shall be entitled to an amount in the propor- 36 tion that the population of that county bears to the population of 37 the state; 38 (c) Thirty-five and nine-tenths percent (35.9%) of the amount appropri- 39 ated in this subsection (9) shall be paid to the several counties for dis- 40 tribution to the cities and counties as follows: 41 (i) Each city and county which received a payment under the provi- 42 sions of section 63-3638(e), Idaho Code, during the fourth quarter of 43 calendar year 1999, shall be entitled to a like amount during suc- 44 ceeding calendar quarters. 45 (ii) If the dollar amount of money available under this subsection 46 (9)(c) in any quarter does not equal the amount paid in the fourth 47 quarter of calendar year 1999, each city's and county's payment shall 48 be reduced proportionately. 49 (iii) If the dollar amount of money available under this subsection 50 (9)(c) in any quarter exceeds the amount paid in the fourth quarter 51 of calendar year 1999, each city and county shall be entitled to a 52 proportionately increased payment, but such increase shall not 53 exceed one hundred five percent (105%) of the total payment made in 54 the fourth quarter of calendar year 1999. 55 (iv) If the dollar amount of money available under this subsection 8 1 (9)(c) in any quarter exceeds one hundred five percent (105%) of the 2 total payment made in the fourth quarter of calendar year 1999, any 3 amount over and above such one hundred five percent (105%) shall be 4 paid fifty percent (50%) to the various cities in the proportion that 5 the population of the city bears to the population of all cities 6 within the state, and fifty percent (50%) to the various counties in 7 the proportion that the population of a county bears to the popula- 8 tion of the state; and 9 (d) Seven and seven-tenths percent (7.7%) of the amount appropriated in 10 this subsection (9) shall be paid to the several counties for distribution 11 to special purpose taxing districts as follows: 12 (i) Each such district which received a payment under the provi- 13 sions of section 63-3638(e), Idaho Code, during the fourth quarter of 14 calendar year 1999, shall be entitled to a like amount during suc- 15 ceeding calendar quarters. 16 (ii) If the dollar amount of money available under this subsection 17 (9)(d) in any quarter does not equal the amount paid in the fourth 18 quarter of calendar year 1999, each special purpose taxing district's 19 payment shall be reduced proportionately. 20 (iii) If the dollar amount of money available under this subsection 21 (9)(d) in any quarter exceeds the amount distributed under paragraph 22 (i) of this subsection (9)(d), each special purpose taxing district 23 shall be entitled to a share of the excess based on the proportion 24 each such district's current property tax budget bears to the sum of 25 the current property tax budgets of all such districts in the state. 26 The state tax commission shall calculate district current property 27 tax budgets to include any unrecovered foregone amounts as determined 28 under section 63-802(1)(e), Idaho Code. When a special purpose taxing 29 district is situated in more than one (1) county, the tax commission 30 shall determine the portion attributable to the special purpose tax- 31 ing district from each county in which it is situated. 32 (iv) If special purpose taxing districts are consolidated, the 33 resulting district is entitled to a base amount equal to the sum of 34 the base amounts which were received in the last calendar quarter by 35 each district prior to the consolidation. 36 (v) If a special purpose taxing district is dissolved or 37 disincorporated, the state tax commission shall continuously distrib- 38 ute to the board of county commissioners an amount equal to the last 39 quarter's distribution prior to dissolution or disincorporation. The 40 board of county commissioners shall determine any redistribution of 41 moneys so received. 42 (vi) Taxing districts formed after January 1, 2001, are not entitled 43 to a payment under the provisions of this subsection (9)(d). 44 (vii) For purposes of this subsection (9)(d), a special purpose tax- 45 ing district is any taxing district which is not a city, a county or 46 a school district. 47 (10) Amounts calculated in accordance with section 2, chapter 356, Laws of 48 2001, for annual distribution to counties and other taxing districts beginning 49 in October 2001 for replacement of property tax on farm machinery and equip- 50 ment exempted pursuant to section 63-602EE, Idaho Code. For nonschool dis- 51 tricts, the state tax commission shall distribute one-fourth (1/4) of this 52 amount certified quarterly to each county. For school districts, the state tax 53 commission shall distribute one-fourth (1/4) of the amount certified quarterly 54 to each school district. For nonschool districts, the county auditor shall 55 distribute to each district within thirty (30) calendar days from receipt of 9 1 moneys from the tax commission. Moneys received by each taxing district for 2 replacement shall be utilized in the same manner and in the same proportions 3 as revenues from property taxation. The moneys remitted to the county trea- 4 surer for replacement of property exempt from taxation pursuant to section 5 63-602EE, Idaho Code, may be considered by the counties and other taxing dis- 6 tricts and budgeted at the same time, in the same manner and in the same year 7 as revenues from taxation on personal property which these moneys replace. If 8 taxing districts are consolidated, the resulting district is entitled to an 9 amount equal to the sum of the amounts which were received in the last calen- 10 dar quarter by each district pursuant to this subsection prior to the consoli- 11 dation. If a taxing district is dissolved or disincorporated, the state tax 12 commission shall continuously distribute to the board of county commissioners 13 an amount equal to the last quarter's distribution prior to dissolution or 14 disincorporation. The board of county commissioners shall determine any redis- 15 tribution of moneys so received. If a taxing district annexes territory, the 16 distribution of moneys received pursuant to this subsection shall be unaf- 17 fected. Taxing districts formed after January 1, 2001, are not entitled to a 18 payment under the provisions of this subsection. School districts shall 19 receive an amount determined by multiplying the sum of the year 2000 school 20 district levy plus .001 times the market value on December 31, 2000, in the 21 district of the property exempt from taxation pursuant to section 63-602EE, 22 Idaho Code. For school districts, beginning January 1, 2002, only the portion 23 of property tax replacement received to replace property exempt from taxation 24 pursuant to section 63-602EE, Idaho Code, based on the tax year 2000 tax 25 charges for maintenance and operation as limited by sections 33-802 2. and 26 33-1002D, Idaho Code, shall not be subtracted from the maximum school district 27 maintenance and operation property taxes permitted in accordance with section 28 33-802 2., Idaho Code. For purposes of the limitation provided by section 29 63-802, Idaho Code, moneys received pursuant to this section as property tax 30 replacement for property exempt from taxation pursuant to section 63-602EE, 31 Idaho Code, shall be treated as property tax revenues. 32 (11) Twenty million dollars ($20,000,000) per year is continuously appro- 33 priated and shall be distributed to the state board of education and the board 34 of regents of the university of Idaho to pay for scholarships in mathematics 35 and science for category C students as provided in sections 33-4304 through 36 33-4309, Idaho Code. 37 (12) Any moneys remaining over and above those necessary to meet and 38 reserve for payments under other subsections of this section shall be distrib- 39 uted to the general fund.
STATEMENT OF PURPOSE RS 15998 This legislation amends 33-4304, 33-4306, 33-4307, 33-4308, and 63-3638 of the Idaho Code to revise public policy to recognize the shortage of Math and Science teachers available to Idaho schools with the intention of providing scholarships to eligible individuals if they agree to teach Math or Science courses for a minimum of four years in Idaho schools.
