BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE HUMAN RIGHTS COM-
3 MISSION FOR FISCAL YEAR 2007; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT
4 POSITIONS; AND DIRECTING THE ALLOCATION OF SALARY SAVINGS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Office of the Governor for
7 the Human Rights Commission the following amounts to be expended according to
8 the designated expense classes from the listed funds for the period July 1,
9 2006, through June 30, 2007:

20 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Human
21 Rights Commission is authorized no more than eleven (11) full-time equivalent
22 positions at any point during the period July 1, 2006, through June 30, 2007,
23 for the program specified in Section 1 of this act, unless specifically autho-
24 rized by the Governor. The Joint Finance-Appropriations Committee will be
25 notified promptly of any increased positions so authorized.
26 SECTION 3. The Human Rights Commission is hereby directed to allocate
27 salary savings, based on performance, to provide for employee salary needs
28 before other operational budget priorities are considered. Where applicable,
29 employees whose salaries are below the midpoint of their pay grade or occupa-
30 tional groups with significant turnover rates shall be considered first in the
31 order of salary savings distributions.
