  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
  3        ECONOMIC RECOVERY RESERVE FUND; AND APPROPRIATING ADDITIONAL MONEYS TO THE
  4        DEPARTMENT OF HEALTH AND WELFARE FOR FISCAL YEAR 2007 THROUGH FISCAL  YEAR
  5        2008.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  On  July  1 or as soon thereafter as possible, the State Con-
  8    troller shall transfer the sum of $650,000 from the General Fund to  the  Eco-
  9    nomic Recovery Reserve Fund.
                                                                        
 10        SECTION  2.  In addition to any other appropriation provided by law, there
 11    is hereby appropriated to the Physical Health Services Program in the  Depart-
 12    ment  of  Health  and Welfare $650,000 from the Economic Recovery Reserve Fund
 13    for trustee and benefit payments for the period July 1, 2006, through June 30,
 14    2008. These funds shall be used for a rural health care access grant to  Terry
 15    Reilly  Health  Services  for  the development of a community health center in
 16    Caldwell, Idaho. Such moneys shall be distributed by the Department of  Health
 17    and  Welfare  upon the request of Terry Reilly Health Services throughout this
 18    period of time to purchase medical equipment, supplies,  and  for  any  opera-
 19    tional costs to sustain the clinic over a two-year period. Terry Reilly Health
 20    Services  shall provide an accounting of the moneys spent to the Department of
 21    Health and Welfare. Any moneys not used for this purpose shall be reverted  to
 22    the Economic Recovery Reserve Fund after June 30, 2008.

This is a fiscal year 2007 and 2008 appropriation for the startup costs of a new community health center in Caldwell, Idaho. This bill provides funding to Terry Reilly Health Services to open a community health center using an existing clinic that was gifted to the nonprofit organization. Federally recognized community health centers receive annual grants that fund one-third of their operations. The second highest category of funding is through Medicaid receipts, and the third is from patients themselves.

Community health centers serve members of the surrounding community in which they are located, regardless of the individuals patient’s ability to pay. Community health centers act as family doctor and health care home to one in eight uninsured Americans. There are 10 community health care center organizations in Idaho. They operate 28 different locations throughout the state. They are all members of the Idaho Primary Care Association. These members provide comprehensive preventive and primary medical, dental, and behavioral health services in 28 Idaho communities and served 80,000 patients in 2004.

The fiscal impact of this bill is $650,000 on a one-time basis from the Economic Recovery Reserve Fund.
