]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 50 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE DEPARTMENT OF HEALTH 3 AND WELFARE TO ESTABLISH COST-SHARING IN THE FORM OF PREMIUMS FOR CERTAIN 4 IDAHO MEDICAID PARTICIPANTS, ENCOURAGING THE DEPARTMENT OF HEALTH AND WEL- 5 FARE TO PERMIT MEDICAID PARTICIPANTS TO PAY PART OR ALL OF THEIR PREMIUMS 6 WITH FUNDS IN PERSONAL HEALTH ACCOUNTS ASSIGNED TO THE PARTICIPANTS AND 7 HELD BY THE DEPARTMENT AND REQUESTING A REPORT TO THE LEGISLATURE. 8 Be It Resolved by the Legislature of the State of Idaho: 9 WHEREAS, the Medicaid Program in the state of Idaho is unsustainable in 10 its current form and should be reformed so that eligibility, benefits and 11 delivery systems match client health needs; and 12 WHEREAS, individual contributions to the cost of coverage through premium 13 payments may help encourage more individual responsibility over health care 14 choices and dissuade "crowding out" of private coverage; and 15 WHEREAS, health insurance premium payments are a standard beneficiary 16 cost-sharing mechanism employed by the private health financing sector; and 17 WHEREAS, limited Medicaid premiums may help to increase Medicaid partici- 18 pants' ability to understand and take advantage of future opportunities for 19 private health insurance coverage; and 20 WHEREAS, graduated premium amounts according to participant poverty level 21 ensure equity of program design. 22 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 23 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 24 the Senate concurring therein, that the Legislature of the State of Idaho 25 encourages the Department of Health and Welfare to implement limited premiums 26 for Medicaid participants in the proposed state plan for low-income children 27 and working-age adults. 28 BE IT FURTHER RESOLVED that the Legislature encourages the Department of 29 Health and Welfare to establish Medicaid cost-sharing premiums so that pre- 30 miums for Medicaid participants who have family incomes above one hundred 31 thirty-three percent and equal to or less than one hundred fifty percent of 32 the federal poverty guideline should consist of not more than ten dollars per 33 person per month and premiums for participants with family incomes above one 34 hundred fifty percent and equal to or less than one hundred eighty-five per- 35 cent of the federal poverty guideline should consist of not more than ten dol- 36 lars per person per month for medical benefits and an additional five dollars 37 per person per month for dental benefits. 38 BE IT FURTHER RESOLVED that the Legislature encourages the Department of 39 Health and Welfare to permit Medicaid participants to pay part or all of their 40 premiums with funds in personal health accounts assigned to the participants 41 and held by the Department of Health and Welfare. 42 BE IT FURTHER RESOLVED that the Department of Health and Welfare is 43 requested to report the results of this program change to the First Regular 44 Session of the Fifty-ninth Idaho Legislature along with recommendations for 2 1 any further legislative action.

STATEMENT OF PURPOSE RS 16136 This House Concurrent Resolution requests that the Legislature encourage the Department of Health and Welfare to implement premiums for those Medicaid participants in the proposed state plan for Low-Income Children and Working-Age Adults who have family incomes above 133% of federal poverty. Participant cost sharing is an important tool for modernizing Medicaid benefit design and may increase Medicaid participants' ability to understand and use the private health insurance system. The Department of Health and Welfare will report the results of this benefit change to the Legislature. FISCAL NOTE The implementation of premiums as described in this House Concurrent Resolution will result in savings to the General Fund of $318,675 in fiscal year 2007.
