]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 62 BY WAYS AND MEANS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS AND REQUESTING THE LEGISLATIVE COUNCIL INTERIM 3 COMMITTEE ON ENERGY, ENVIRONMENT AND TECHNOLOGY TO DEVELOP AN INTEGRATED 4 STATE ENERGY PLAN THAT PROVIDES FOR THE STATE'S POWER GENERATION NEEDS AND 5 PROTECTS THE HEALTH AND SAFETY OF THE CITIZENS OF IDAHO AND TO INVOLVE 6 REPRESENTATIVES OF LOCAL GOVERNMENT, BUSINESS, AGRICULTURE AND INDUSTRY, 7 THE ENVIRONMENTAL COMMUNITY, THE HEALTH CARE COMMUNITY AND STATE AGENCIES 8 IN ITS STUDY AND INQUIRY AND TO REPORT BACK TO THE LEGISLATURE. 9 Be It Resolved by the Legislature of the State of Idaho: 10 WHEREAS, in 2005, the Legislature adopted House Concurrent Resolution No. 11 16 which authorized the Legislative Council to appoint a committee to under- 12 take and complete a study of energy, environment and technology related issues 13 from both the statewide perspective and the national perspective and to submit 14 a final report to the First Regular Session of the Fifty-ninth Idaho Legisla- 15 ture; and 16 WHEREAS, the state of Idaho needs to have an integrated state energy plan 17 that provides for the state's power generation needs and protects the health 18 and safety of the citizens of Idaho, and the products produced in this state; 19 and 20 WHEREAS, the Interim Committee on Energy, Environment and Technology may 21 be requested to meet before the end of the 2006 regular legislative session to 22 begin to develop recommendations relating to an integrated energy plan; and 23 WHEREAS, the Interim Committee on Energy, Environment and Technology needs 24 to identify existing air and water quality standards and to determine which 25 air and water quality and siting standards apply to certain in-state coal 26 fired power plants as part of an integrated Idaho state energy plan; and 27 WHEREAS, Idaho has firm power needs in the near future, and the Legisla- 28 ture and state government should work to ensure that those needs are met; and 29 WHEREAS, it is the goal of the Legislature to establish Idaho's air qual- 30 ity standards for certain coal fired power plants to maintain the health, 31 safety and welfare of Idaho's citizens, the quality and financial security of 32 existing agricultural businesses and industries, the economic growth of the 33 state of Idaho, and the environmental quality and natural resources of this 34 state. 35 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 36 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 37 the Senate concurring therein, that the Legislative Council Interim Committee 38 on Energy, Environment and Technology is requested to develop an integrated 39 state energy plan that provides for the state's power generation needs and 40 protects the health and safety of the citizens of Idaho, and the products pro- 41 duced in this state. 42 BE IT FURTHER RESOLVED that the Legislative Council Interim Committee on 43 Energy, Environment and Technology is requested to consider the air and water 44 quality impacts, effects on existing industries, and allocation of water 2 1 resources with regard to energy development. 2 BE IT FURTHER RESOLVED that the Interim Committee on Energy, Environment 3 and Technology is requested to involve representatives of local government, 4 business, agriculture and industry, the environmental community, the health 5 care community and state agencies in its study and inquiry, and to make a 6 report of its findings, recommendations and suggested legislation, if any, to 7 the First Regular Session of the Fifty-ninth Idaho Legislature, including a 8 recommendation as to whether the Interim Committee on Energy, Environment and 9 Technology should be reappointed by the Legislative Council following the 2007 10 legislative session to continue its study and inquiry.
REPRINT REPRINT REPRINT REPRINT REVISED STATEMENT OF PURPOSE RS 16229C1 This resolution requests the legislative Council Interim Committee on Energy, Environment and Technology to develop an integrated state energy plan that provides for the state s power generation needs and protects the health and safety of the citizens of Idaho, and to report back to the Governor and the Legislature on its findings and recommendations. FISCAL NOTE The Legislative Council Interim Committee on Energy, Environment and Technology has already been appointed to serve until December 1, 2006. This resolution would focus the committee s inquiry upon an integrated state energy plan, and, as such, may require the committee to seek consultant services from independent experts. Estimates of possible cost for such services range from $100,000 to $300,000. Any necessary funds for legislator travel and per diem expense would be paid from the existing legislative appropriation, and funding for staff support would be provided from the existing appropriation to the Legislative Council for the Legislative Services Office.
