]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 67 BY WAYS AND MEANS COMMITTEE 1 A CONCURRENT RESOLUTION 2 PROVIDING LEGISLATIVE FINDINGS AND RECOGNIZING, HONORING AND COMMENDING CARL 3 F. BIANCHI FOR HIS YEARS OF SERVICE TO THE LEGISLATURE OF THE STATE OF 4 IDAHO AND TO THE IDAHO COURTS UPON HIS RETIREMENT. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, in August 1993, Carl F. Bianchi was hired by the Legislative 7 Council as the first Director of Legislative Services and helped establish the 8 tradition of a professional centralized nonpartisan staff serving Idaho's cit- 9 izen legislators; and 10 WHEREAS, Carl, prior to his legislative staff tenure, had a distinguished 11 career as Administrative Director of the Courts in Idaho from 1973 to 1993; 12 and 13 WHEREAS, Carl is a graduate of Hamilton College and Duke Law School and is 14 a Fellow of the National Institute for Court Management; and 15 WHEREAS, Carl is an attorney and has been certified for appointment as a 16 circuit executive by the United States Court of Appeals and as a mediator by 17 the Idaho Supreme Court; and 18 WHEREAS, Carl has authored the following books, studies and articles over 19 the years: "Justice for the Times: A Centennial History of the Idaho State 20 Courts," "Keep the Children Out of Jail: A Report on an Informal Survey of 21 Juvenile Detention Facilities in Idaho," "Comprehensive Planning and a Judi- 22 cial Planning Program for the Hawaii Court System," "Are Idaho's Small Claims 23 Departments Working?," "Analysis of Scheduling and Calendar Management Proce- 24 dures in District Court One of Pierce County, Washington, Tacoma, Washington," 25 "Analysis of Magistrate Court Caseload Management and Records Administration 26 in Three Iowa Jurisdictions: Woodbury (Sioux City), Dickinson and Plymouth 27 Counties," "1977 Report on an Informal Survey of Juvenile Detention Facili- 28 ties," and "A Training Manual for Court Planners: Translating State Umbrella 29 Goals into Operational Goals and Objectives"; and 30 WHEREAS, from 1990 to 1994 Carl filled a presidential appointment as a 31 member of the Board of Directors of the State Justice Institute and also 32 chaired the National Conference of State Court Administrators for two years, 33 and throughout his career has served on many national committees involving the 34 courts; and 35 WHEREAS, Carl chaired the Council of State Governments West Committee of 36 Legislative Services Agency/Research Directors Committee until 2005 and was a 37 member of the Council of State Government's national Executive Committee; and 38 WHEREAS, Carl helped the Legislature move into the technology era during 39 his tenure as Director of Legislative Services making the institution both 40 more efficient and accessible to the public; and 41 WHEREAS, Carl has been the commensurate professional, always treating leg- 42 islators and members of the public with warmth, friendliness, professionalism 43 and a sense of humor; and 44 WHEREAS, Carl embodies the culture of customer service of the Legislative 2 1 Services Office and loyalty to the institution of the Legislature; and 2 WHEREAS, Carl will be retiring in August 2006 as Director of the Legisla- 3 tive Services Office. 4 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 5 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 6 the Senate concurring therein, that we recognize, honor and commend Carl F. 7 Bianchi for his years of service to the Idaho Legislature, for his positive 8 contributions to the Legislature, its employees and the legislative process, 9 as well as for his years of service to the Idaho courts, and we wish him well 10 in retirement.
