]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 26 BY WAYS AND MEANS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS 3 ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF 4 IDAHO IN THE CONGRESS OF THE UNITED STATES, THE PRESIDENT OF THE GOVERN- 5 MENT OF THE BASQUE AUTONOMOUS REGION OF SPAIN, THE PRIME MINISTER OF 6 SPAIN, AND THE PRIME MINISTER OF FRANCE. 7 We, your Memorialists, the House of Representatives and the Senate of the 8 State of Idaho assembled in the Second Regular Session of the Fifty-eighth 9 Idaho Legislature, do hereby respectfully represent that: 10 WHEREAS, during the early part of the twentieth century, a wave of Basque 11 immigrants left the Basque region of northern Spain and southern France to 12 come to Idaho and other states of the American West; and 13 WHEREAS, the state of Idaho has long been known as the North American cen- 14 ter of the Basque population and many citizens of this state have kept close 15 ties to the homeland of their forefathers in the Basque region of Spain and 16 France; and 17 WHEREAS, from the time of the government of Francisco Franco of Spain 18 until the present, the Basque Homeland has experienced decades of terror and 19 violence in large part due to a group organized under the name of Euskadi ta 20 Askatasuna (ETA); and 21 WHEREAS, in the year 1972, the Second Regular Session of the Forty-first 22 Idaho Legislature adopted Senate Joint Memorial No. 115, condemning the gov- 23 ernment of Francisco Franco of Spain and urging peace and democracy in the 24 Basque Homeland of Spain; and 25 WHEREAS, in the year 2002, the Second Regular Session of the Fifty-sixth 26 Idaho Legislature adopted Senate Joint Memorial No. 114, which condemned ETA 27 and all other terrorist organizations operating in the world and expressed 28 strong support for an immediate end to violence in the Basque Homeland and for 29 the establishment of peace through all lawful means; and 30 WHEREAS, Senate Joint Memorial No. 114, 2002, condemned all acts of ter- 31 rorism and violence committed by any and all organizations and individuals 32 within the Basque Homeland and throughout the world, such as ETA; and 33 WHEREAS, on March 22, 2006, ETA announced that it is permanently ending 34 its campaign of violence and laying down its arms; and 35 WHEREAS, the governments of the Basque Autonomous Region and Spain have 36 vigorously and endlessly opposed violence in the Basque Homeland and have 37 engaged in an active effort to end the violence and establish a lasting peace. 38 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 39 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 40 the Senate concurring therein, that the state of Idaho recognizes ETA's deci- 41 sion to lay down its arms and commends and congratulates the governments of 42 the Basque Autonomous Region and of Spain and all other parties in Spain and 43 France for their actions to promote the cessation of violence and to achieve a 44 lasting peace in the Basque Homeland and all of Europe. 2 1 BE IT FURTHER RESOLVED that the state of Idaho extends its encouragement 2 and support to these governments in their ongoing efforts to establish a proc- 3 ess to bring a lasting peace in accordance with the democratic voting process, 4 as well as enhance an appropriate degree of governmental autonomy for the 5 Basque Homeland of Spain. 6 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 7 tives be, and she is hereby authorized and directed to forward a copy of this 8 Memorial to the President of the Senate and the Speaker of the House of Repre- 9 sentatives of Congress, and the congressional delegation representing the 10 State of Idaho in the Congress of the United States, the President of the Gov- 11 ernment of the Basque Autonomous Region of Spain, the Prime Minister of Spain, 12 and the Prime Minister of France.
STATEMENT OF PURPOSE RS 16316 This memorial recognizes the historic event of the Basque terrorist group, ETA, permanently ending its campaign of terror and violence in the Basque Homeland of Spain and Europe. It further recommends and congratulates the governments of the Basque Autonomous Region and of Spain and all other parties for their actions to end violence and bring a lasting peace to the Basque Homeland of Spain. Finally, it offers the State of Idaho's support to these governments to establish a process for bringing a lasting peace and an appropriate measure of governmental autonomy to the Basque Homeland of Spain.
