STATEMENT OF PURPOSE RS 16007 This legislation establishes scholarships at Idaho's public college and universities, based on merit, for individuals seeking degrees in mathematics, science, and engineering who commit to remain in Idaho for two years after obtaining a post secondary degree from an Idaho public institution of higher education. This legislation involves the Office of the State Board of Education (OSBE) so that the math and science initiatives of OSBE can be coordinated with the intent of this legislation. The Office of the State Board of Education (OSBE) shall determine which national test or tests are used to rank the applicants, shall determine which math, science, and engineering disciplines qualify for eligibility, shall determine the number to recommend to the legislature for funding each fiscal year, and such other rules as are necessary to implement this legislation. FISCAL NOTE It is difficult to determine the fiscal impact until OSBE decides how many scholarships to recommend to the legislature. We have received information from Karen Echeverria, Chief Administration and Governmental Affairs Officer, State Board of Education which states: "The FY06 average fees for the four college and universities is $3,888.50 and the average room & board is $4,890 for a total of $8,778.50." Matt Freeman, Budget & Policy Analyst, Legislative Services Office, also provided information, and it is attached to this Statement of Purpose.
