2 RELATING TO THE APPROPRIATION TO THE DEPARTMENT OF HEALTH AND WELFARE FOR THE
3 DIVISION OF WELFARE; AMENDING SECTION 1, CHAPTER 397, LAWS OF 2005, TO
4 REVISE THE APPROPRIATION MADE TO THE DEPARTMENT OF HEALTH AND WELFARE FOR
5 THE DIVISION OF WELFARE FOR FISCAL YEAR 2006; TO AUTHORIZE ADDITIONAL
6 FULL-TIME EQUIVALENT POSITIONS FOR FISCAL YEAR 2006; AND DECLARING AN
7 EMERGENCY.
8 Be It Enacted by the Legislature of the State of Idaho:
9 SECTION 1. That Section 1, Chapter 397, Laws of 2005, is hereby amended
10 to read as follows:
11 SECTION 1. There is hereby appropriated to the Department of Health and
12 Welfare for the Division of Welfare the following amounts to be expended for
13 the designated programs according to the designated expense classes from the
14 listed funds for the period July 1, 2005, through June 30, 2006:

8 SECTION 2. In addition to the full-time equivalent positions authorized
9 in Section 4, Chapter 397, Laws of 2005, the Department of Health and Welfare
10 for the Division of Welfare is authorized thirteen (13) full-time equivalent
11 positions for the period July 1, 2005, through June 30, 2006.
12 SECTION 3. An emergency existing therefor, which emergency is hereby
13 declared to exist, this act shall be in full force and effect on and after its
14 passage and approval.

This is Fiscal Year 2006 Supplemental Appropriation to the Department of Health and Welfare for the Division of Welfare. This bill provides additional funding for personnel to implement Medicare Part D, the federal prescription benefit for seniors and disabled persons; a one-time appropriation from the General Fund for a federal sanction related to error rates in the Food Stamp Program; and a one-time appropriation from the General Fund for energy assistance to persons who qualify for the Low Income Energy Assistance Program managed by Community Action Partnerships.
