]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE SENATE SENATE BILL NO. 1453 BY STATE AFFAIRS COMMITTEE 1 AN ACT 2 RELATING TO THE OFFICE OF THE GOVERNOR; AMENDING CHAPTER 8, TITLE 67, IDAHO 3 CODE, BY THE ADDITION OF NEW SECTIONS 67-821 AND 67-822, IDAHO CODE, TO 4 ESTABLISH THE GOVERNOR'S OFFICE FOR FAMILIES AND CHILDREN, TO PROVIDE FOR 5 THE PURPOSE OF THE OFFICE, TO PROVIDE FOR THE APPOINTMENT OF AN ADMINIS- 6 TRATOR, TO PROVIDE FOR DUTIES, POWERS AND AUTHORITIES FOR THE OFFICE, TO 7 REQUIRE THE PREPARATION OF AN ANNUAL REPORT AND TO CREATE IN THE STATE 8 TREASURY THE OFFICE FOR FAMILIES AND CHILDREN FUND. 9 Be It Enacted by the Legislature of the State of Idaho: 10 SECTION 1. That Chapter 8, Title 67, Idaho Code, be, and the same is 11 hereby amended by the addition thereto of NEW SECTIONS, to be known and desig- 12 nated as Sections 67-821 and 67-822, Idaho Code, and to read as follows: 13 67-821. COORDINATION OF POLICY AND PROGRAMS RELATED TO FAMILIES AND CHIL- 14 DREN IN IDAHO. (1) There is hereby established in the office of the governor, 15 the governor's office for families and children. The administrator of the gov- 16 ernor's office for families and children shall be the official in the state 17 designated to oversee the coordination of those services and programs promot- 18 ing the well-being of families and children in Idaho. The administrator shall 19 be appointed by, and serve at the pleasure of, the governor and shall be sub- 20 ject to confirmation by the state senate. 21 (2) The duties, powers and authorities of the governor's office for fami- 22 lies and children shall include: 23 (a) Coordinating all boards, councils, and commissions within the execu- 24 tive office of the governor with duties and responsibilities affecting 25 families and children including, but not limited to: 26 (i) Governor's coordinating council for families and children; 27 (ii) Governor's annual brightest stars; 28 (iii) Governor's council on adolescent pregnancy prevention; 29 (iv) Early childhood council; 30 (v) Early care and learning; 31 (vi) Parents as teachers; 32 (vii) Idaho women's commission; and 33 (viii) Faith-based liaisons. 34 (b) Identify and recommend programs and policies for a comprehensive 35 delivery of effective, efficient and integrated services for families and 36 children, including: 37 (i) Promoting implementation of multiagency strategic budgeting, 38 common performance measures, and coordination of services; 39 (ii) Promoting an interagency funding system for the delivery of 40 integrated services; and 41 (iii) Addressing state strategies, priorities and outcome measures to 42 meet the needs of children. 43 (c) Cooperating and consulting with state agencies and departments on 2 1 programs, policies and issues involving families and children including, 2 but not limited to, the department of health and welfare, the department 3 of correction, the state department of education and the department of 4 commerce and labor; 5 (d) Participating in national, regional and statewide efforts to coopera- 6 tively address issues and policies affecting families and children in 7 Idaho; 8 (e) Developing a state plan for promoting the well-being of families and 9 children in Idaho in conjunction with cities and counties, faith-based and 10 community organizations, state councils, boards and commissions, state 11 agencies and departments, and federal organizations; 12 (f) Serving as a repository of agreements and plans concerning programs 13 for families and children from community organizations and other relevant 14 local, state and federal agencies and facilitating the exchange of this 15 information and data with relevant interstate and intrastate entities; 16 (g) Providing input and comment on community, tribal and federal plans, 17 agreements and policies relating to families and children; and 18 (h) Serving as an advocate for the families and children of Idaho and 19 directing the people of Idaho to the appropriate state or federal agency 20 to address issues or concerns related to families or children. 21 (3) The governor's office for families and children shall prepare an 22 annual report for the legislature outlining accomplishments and recommenda- 23 tions for improvements of programs and services to Idaho's families and chil- 24 dren. 25 67-822. FUNDING ACCOUNT CREATED. (1) The governor's office for families 26 and children may accept private contributions, federal funds, funds from other 27 public agencies or from any other source. The moneys shall be used solely for 28 the purposes provided in section 67-821, Idaho Code, and shall be expended and 29 accounted for as provided by law. 30 (2) There is hereby created in the state treasury the office for families 31 and children fund which shall consist of all moneys received pursuant to sub- 32 section (1) of this section.
STATEMENT OF PURPOSE RS 16241 The Governor's Office for Families and Children will create a central resource and unified access for all stakeholders - parents, community leaders, state agencies, non-profit organizations, private enterprises, and the public sector - engaged in family and children issues. The governor's Office for Families and Children will improve coordination and efficiency across state departments and local levels of government; mobilize resources around priorities for children; facilitate a holistic approach to serving children; and strengthen partnerships with the non-profit and private sector. FISCAL NOTE The Governor has recommended $175,000 and 2 FTE to fund the Governor's Office for Families and Children in his FY 2007 Budget. Contact Name: David T.
