1 AN ACT
2 APPROPRIATING MONEYS FOR THE IDAHO EDUCATIONAL PUBLIC BROADCASTING SYSTEM FOR
3 FISCAL YEAR 2007; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS;
4 AND DIRECTING THE ALLOCATION OF SALARY SAVINGS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the State Board of Education
7 for the Idaho Educational Public Broadcasting System the following amounts to
8 be expended according to the designated expense classes from the listed funds
9 for the period July 1, 2006, through June 30, 2007:

20 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho Edu-
21 cational Public Broadcasting System is authorized no more than thirty-three
22 (33) full-time equivalent positions to be funded by the appropriation in Sec-
23 tion 1 of this act, at any point during the period July 1, 2006, through June
24 30, 2007, unless specifically authorized by the Governor. The Joint Finance-
25 Appropriations Committee will be notified promptly of any increased positions
26 so authorized.
27 SECTION 3. The Idaho Educational Public Broadcasting System is hereby
28 directed to allocate salary savings, based on performance, to provide for
29 employee salary needs before other operational budget priorities are consid-
30 ered. Where applicable, employees whose salaries are below the midpoint of
31 their pay grade or occupational groups with significant turnover rates shall
32 be considered first in the order of salary savings distributions.

In addition to standard program maintenance items, this budget includes an appropriation of $1.59 million from the Economic Recovery Reserve Fund for Replacement Items. This amount includes $52,000 to purchase two field trucks, $929,900 to upgrade the television studio on campus in Pocatello (KISU) to digital technology, and $608,100 to upgrade rural translator stations to digital technology. This budget does not provide funding, at the present time, to upgrade the television studio on campus in Moscow (KUID) to digital technology. Instead, additional monies have been put into the digital upgrades for rural translators, since the federal government has mandated that all analog transmitters be turned off in February 2009. No such mandate exists for television studio equipment.
