1 AN ACT
2 APPROPRIATING MONEYS FOR THE STATE LIBRARY BOARD FOR FISCAL YEAR 2007; LIMIT-
3 ING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND DIRECTING THE ALLO-
4 CATION OF SALARY SAVINGS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the State Board of Education
7 for the State Library Board the following amounts to be expended according to
8 the designated expense classes from the listed funds for the period July 1,
9 2006, through June 30, 2007:

25 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho
26 State Library is authorized no more than forty-one (41) full-time equivalent
27 positions at any point during the period July 1, 2006, through June 30, 2007,
28 for the program specified in Section 1 of this act, unless specifically autho-
29 rized by the Governor. The Joint Finance-Appropriations Committee will be
30 notified promptly of any increased positions so authorized.
31 SECTION 3. The Idaho State Library is hereby directed to allocate salary
32 savings, based on performance, to provide for employee salary needs before
33 other operational budget priorities are considered. Where applicable, employ-
34 ees whose salaries are below the midpoint of their pay grade or occupational
35 groups with significant turnover rates shall be considered first in the order
36 of salary savings distributions.

In addition to standard program maintenance items, this budget includes funding for an annualization of the office space charges associated with the State Library taking possession of space in the State Library building that was formerly occupied by the Historical Society. The first line item, “LiLI Unlimited”, was funded through an additional appropriation of monies in the Public Schools budget, under the Technology & Remediation line item.
