]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 122 BY RESOURCES AND ENVIRONMENT COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING THE FINDINGS OF THE LEGISLATURE URGING AND ENCOURAGING THE DEPARTMENT 3 OF LANDS TO PROTECT THE IRREPLACEABLE ANCIENT CEDAR GROVE, AND ESSENTIAL 4 SURROUNDING HABITAT BUFFER, LOCATED ON A 296 ACRE PARCEL OF STATE ENDOW- 5 MENT PROPERTY ON MOSCOW MOUNTAIN IN LATAH COUNTY, IDAHO, FROM HARVEST, 6 PRESERVING THE GROVE FOR FUTURE GENERATIONS OF IDAHOANS. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, located on about 60 acres within a 296 acre parcel of state 9 endowment property situated on Moscow Mountain in Latah County, is an ancient 10 cedar grove; and 11 WHEREAS, some of the trees within the cedar grove are estimated to be 12 almost 1,000 years old; and 13 WHEREAS, Idahoans throughout time have benefitted from the beauty, 14 magnificence and history of this cedar grove; and 15 WHEREAS, the cedar grove affords the public a scenic nonmotorized recre- 16 ation area for the general welfare, use, and enjoyment of the public, opportu- 17 nities for education relating to old growth forests, and opportunities for 18 scientific research relating to old growth forests; and 19 WHEREAS, for the past decade, the Nature Conservancy has leased the 296 20 acres upon which the cedar grove is located and has protected the cedars, as 21 well as their essential surrounding habitat buffer, for both ecological and 22 recreational purposes; this lease, however, will expire in December of 2006; 23 and 24 WHEREAS, many have expressed interest in the development of a state park 25 for the area to be known as the Moscow Mountain State Park and Cathedral Cedar 26 Grove; and 27 WHEREAS, the value of the standing cedar grove is far more intrinsic than 28 any value that could be achieved through harvesting of the trees. 29 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 30 sion of the Fifty-eighth Idaho Legislature, the Senate and the House of Repre- 31 sentatives concurring therein, that we urge and encourage the Department of 32 Lands to protect the irreplaceable ancient cedar grove, and essential sur- 33 rounding habitat buffer, located on a 296 acre parcel of state endowment prop- 34 erty on Moscow Mountain in Latah County, Idaho, from harvest, preserving the 35 grove for future generations of Idahoans.
STATEMENT OF PURPOSE RS 16060 This concurrent resolution encourages the Department of Lands to protect the irreplaceable ancient cedar grove, and essential surrounding habitat buffer, located on a 296 acre parcel of state endowment property on Moscow Mountain in Latah County, Idaho, from harvest, preserving the grove for future generations of Idahoans. FISCAL NOTE There will be no impact on the State General Fund.
