SPEAKER Requested by: Idaho Association of Counties 1 AN ACT 2 RELATING TO RECORDING FEES; AMENDING SECTION 31-3205, IDAHO CODE, TO INCREASE 3 CERTAIN RECORDING FEES AND TO PROVIDE FOR A DEDICATED TECHNOLOGY ACCOUNT 4 FOR THE INCREASE IN FEES FOR RECORDING THE FIRST PAGE OF A DOCUMENT. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 31-3205, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 31-3205. RECORDER'S FEES. The recording fee to be charged for maps, 8 sketches, drawings or other instruments except plats larger than the size per- 9 mitted above for a page shall be two cents (2[) per square inch. 10 Five dollars ($5.00) from the recording of every instrument shall be 11 deposited in a dedicated county technology account to fund and support mainte- 12 nance, upgrades and purchases of equipment, technology and related personnel 13 expenses.
STATEMENT OF PURPOSE RS 07315 The purpose of this legislation is to provide funding to support the costs associated with recording and long-term storing of public records. The proposed dedicated fund would provide support to other county departments relative to the recorder, assessor, treasurer, and planning and zoning functions of county government. FISCAL IMPACT The legislation has a fee increase from $3 for the first page to $8 for the first page. The total impact statewide is approximately $1.7 million.
