HCR031|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 31 BY STOICHEFF 1 A CONCURRENT RESOLUTION 2 PROPOSING A NEW JOINT RULE 21 TO THE JOINT RULES OF THE SENATE AND THE HOUSE 3 OF REPRESENTATIVES. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, the members of the Legislature believe that a new Joint Rule 21 6 should be added to the Joint Rules of the Senate and the House of Representa- 7 tives regarding buck slips. 8 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 9 sion of the Fifty-fourth Idaho Legislature, the House of Representatives and 10 the Senate concurring therein, that the Joint Rules of the Senate and the 11 House of Representatives be amended by the addition thereto of a new Joint 12 Rule 21 to read as follows: 13 JOINT RULE 21 14 Buck Slips.--Buck slips may be used for committee action in 15 either house on the introduction of or recommendations on bills or 16 resolutions, but only in instances where committee meetings are 17 impractical. The objection to the use of a buck slip by one-half or 18 more of the committee members shall preclude its use in that 19 instance. All committee members, who are not absent and excused from 20 attendance in the Senate or the House of Representatives, as the case 21 may be, on that day shall be required to sign their names indicating 22 their aye or nay vote on the matter being considered.
STATEMENT OF PURPOSE RS 07429 The purpose of this rule change to the Joint Rules of the Senate and the House of Representatives is to return the fate of a bill from a single committee member to the control of the entire committee.
