S1312|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1312 BY TRANSPORTATION COMMITTEE 1 AN ACT 2 RELATING TO SPECIAL MOTOR VEHICLE LICENSE PLATES; AMENDING CHAPTER 4, TITLE 3 49, IDAHO CODE, BY THE ADDITION OF A NEW SECTION 49-420, IDAHO CODE, TO 4 ESTABLISH AN IDAHO SNOWMOBILE LICENSE PLATE PROGRAM; AND PROVIDING AN 5 EFFECTIVE DATE. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 4, Title 49, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION , to be 9 known and designated as Section 49-420, Idaho Code, and to read as follows: 10 49-420. IDAHO SNOWMOBILE PLATES. (1) On and after January 1, 1999, any 11 person who is the owner of a vehicle registered under the provisions of sec- 12 tion 49-402, Idaho Code, or registered under any other section of law for 13 which the purchase of special plates is allowed, may apply for and upon 14 department approval receive special Idaho snowmobile license plates in lieu of 15 regular license plates. Availability of Idaho snowmobile license plates for 16 other vehicles shall be subject to the rules, policies and procedures of the 17 department. 18 (2) In addition to the regular registration fee required in chapter 4, 19 title 49, Idaho Code, the applicant shall be charged a fee of thirty-five dol- 20 lars ($35.00) for the initial issuance of plates, and twenty-five dollars 21 ($25.00) upon each succeeding annual registration. Twenty-five dollars 22 ($25.00) of the initial fee and fifteen dollars ($15.00) of the renewal fee 23 shall be deposited in the state highway account and shall be used to fund the 24 cost of administration of this special license plate program. Ten dollars 25 ($10.00) of each initial fee and ten dollars ($10.00) of each renewal fee 26 shall be deposited by the state treasurer in the Idaho department of parks and 27 recreation state snowmobile account established pursuant to section 67-7106, 28 Idaho Code. 29 (3) Whenever title or interest in a vehicle registered under the provi- 30 sions of this section is transferred or assigned, the owner may transfer the 31 special plates to another vehicle upon payment of the required transfer fees. 32 The owner may only display the plates on another vehicle upon receipt of the 33 new registration from the department. 34 (4) The Idaho snowmobile license plate shall be of a color and design 35 comparable to the standard issue of license plates with blue numerals on a 36 red, white and blue background, except that the word "Idaho" shall appear on 37 each plate and the county designator shall be omitted to provide for distin- 38 guishing designs and slogans, acceptable to the Idaho state snowmobile associ- 39 ation, to be added to the plate. The design shall be approved by the depart- 40 ment and shall utilize a numbering system as determined by the department. 41 Initial costs of the plate program, including costs of plate design, shall be 42 paid by the Idaho state snowmobile association. 43 (5) Sample Idaho snowmobile license plates may be purchased for a fee of 2 1 thirty dollars ($30.00), twelve dollars ($12.00) of which shall be deposited 2 in the state highway account and eighteen dollars ($18.00) of which shall be 3 deposited in the state snowmobile account within the department of parks and 4 recreation. No additional fee shall be charged for personalizing sample 5 plates. 6 SECTION 2. This act shall be in full force and effect on and after Janu- 7 ary 1, 1999.
