                        BY COMMERCE AND HUMAN RESOURCES COMMITTEE

 1                                        AN ACT
 2    RELATING TO THE EMPLOYMENT SECURITY LAW; APPROPRIATING MONEYS FROM THE SPECIAL
 3        ADMINISTRATION FUND FOR DEPOSIT IN THE WORKFORCE DEVELOPMENT TRAINING FUND
 4        FOR FISCAL YEAR 1999.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  There is hereby appropriated from the  Special  Administration
 7    Fund established in Section 72-1347A, Idaho Code, the amount of $900,000 to be
 8    deposited  in  the  Workforce Development Training Fund established in Section
 9    72-1347B, Idaho Code, for the period July 1, 1998, to June 30, 1999.

    STATEMENT OF PURPOSE

    This bill appropriates $900,000 from the Special Administration Fund to the Workforce Development 
    Training Fund to offset the estimated reduction in revenue to the Training Fund due to HB 426, which will 
    reduce unemployment insurance taxes for 1998.
    
    The Training Fund is funded by a 3% offset from unemployment insurance taxes. The Special Administration 
    Fund is funded by interest earnings on a small portion of the Unemployment Insurance Trust Fund, called the 
    Reserve Fund, that is kept in Idaho and invested by the Idaho State Treasurer to help administer the Idaho 
    Department of Labor.
    
                                FISCAL IMPACT
    
    There will be no impact on the State's General Fund or the Unemployment Insurance Trust Fund. The Idaho 
    Department of Labor is currently able to absorb this loss of administrative revenue to maintain the current 
    level of funding for the Workforce Development Training Fund for 1998.
