                               RS08109 E1

This legislation results from a recommendation of
the Governor's Task Force on Personnel.

This legislation provides that the Chairman of the
Personnel Commission shall be appointed by the Governor.

The legislation also provides that the Personnel Commission
shall appoint the personnel director with the written
    approval of the Governor.

The citizens and the legislature hold the Governor
accountable for the efficient and effective administration
of state government. However, under current law as it
    relates to

    ..

personnel administration, the governor has limited direct
authority. This legislation gives the Governor reasonable
authority in this important area. This legislation
