In accordance with Section 67-3519, Idaho Code, the Department 28 of Labor is authorized no more than seven (7) full-time equivalent positions 29 at any point during the period July 1, 1998, through June 30, 1999, for the 30 programs specified in Section 1 of this act, unless specifically authorized by 31 the Governor. The Joint Finance-Appropriations Committee will be notified 32 promptly of any increased positions so authorized.
STATEMENT OF PURPOSE SB 1552 This is the fiscal year 1999 appropriation for the Department of Labor in the amount of $604,600. Until FY 1997, the Department of Labor was known as the Department of Employment. Most of the department operates under a continuous appropriation. Only the Wage & Hour Section and the Idaho Rural Partnership are appropriated by the Legislature. This is a maintenance of current operations budget. It contains no funding for new programs or activities. It includes fully funded personnel cost increases to cover higher employer-paid benefit costs, a 2.6% inflationary increase for operating expenses, and a 5% change in employee compensation (CEC) for merit based pay increases with an emphasis on moving deserving employees to the policy pay level. The Fund Shift transfers spending authority of $5,600 for a federal fund that is capped at $144,000 to the miscellaneous revenue fund. At the direction of the Joint Finance-Appropriations Committee, $5,000 of the Idaho Rural Partnership's operating expenses are transferred for personnel uses.
