                           SENATE CONCURRENT RESOLUTION NO. 122

                        BY COMMERCE AND HUMAN RESOURCES COMMITTEE

 1                               A CONCURRENT RESOLUTION
 2    STATING FINDINGS OF THE LEGISLATURE AND ADOPTING CERTAIN RECOMMENDATIONS,  AND
 3        STATING  POLICY  TOWARD FUNDING RECOMMENDATIONS REGARDING PAY POLICIES FOR
 4        STATE EMPLOYEES.

 5    Be It Resolved by the Legislature of the State of Idaho:

 6        WHEREAS, the Legislature has by law provided that the Governor  and  Idaho
 7    Personnel  Commission report to the Legislature their recommendations for pro-
 8    posed pay policies, together with estimated costs thereof; and
 9        WHEREAS, the Legislature has received and reviewed the report of the  Gov-
10    ernor dated January 14, 1998, and the report of the Idaho Personnel Commission
11    dated September 26, 1997; and
12        WHEREAS, the Legislature endorses the Compensation Policy adopted by House
13    Concurrent Resolution No. 58 in the 1994 Legislation Session which is restated
14    in part as follows:
15        1.  It  is  the  mission  of  the Idaho State Government to provide a high
16        level of responsive service in meeting  the  needs  of  its  citizens.  To
17        accomplish this mission, it is the policy of the State of Idaho to provide
18        a  total compensation system that attracts, retains and recognizes employ-
19        ees. The foundation of this system is to reward employees for  performance
20        in the achievement of service delivery goals and objectives.
21        2.  It  is  intended  that  the  State of Idaho pay competitive job market
22        average salaries. Employees should expect to reach the market rate  within
23        their assigned pay grade based upon acceptable performance.
24        3.  It  is  the  policy  of the Legislature that employees be rewarded and
25        advanced in their assigned pay grade based on  their  performance  in  the
26        achievement of organizational mission, goals and objectives.
27        WHEREAS, the Legislature recognizes the need to maintain spending patterns
28    within established guidelines.
29        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
30    sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre-
31    sentatives concurring therein, that:
32        1.  Recommendations in the report of the Idaho  Personnel  Commission  and
33        not concurred in by the Chief Executive are hereby rejected.
34        2.  Recommendations  in  the  report  of  the  Chief  Executive are hereby
35        adopted.
36        3.  The Joint Finance-Appropriations Committee is directed to  appropriate
37        an  amount  not  to exceed $21,012,000 from the General Fund to fund these
38        recommendations for state agencies, colleges, and universities.
39        4.  For those agencies funded in total or in part  from  non-General  Fund
40        money, the Joint Finance-Appropriations Committee is directed to appropri-
41        ate  in  as  nearly as possible the same manner as for General Fund funded
42        agencies.
43        5.  To the extent possible, within agencies' appropriations, directors are
44        expected to provide salary increases consistent with the  stated  legisla-

 1        tive  policy  above. It is further expected that particular emphasis shall
 2        be placed on employees who are below the policy rate within their assigned
 3        pay grade and who have performed in an acceptable manner in the  same  job
 4        class for five years or more.
 5        6.  The effective date of implementation of these salary adjustments shall
 6        be June 14, 1998.
 7        BE  IT FURTHER RESOLVED that appropriations measures to fund nonclassified
 8    employees be prepared in as nearly as possible the same manner as for  classi-
 9    fied employees.

                            STATEMENT OF PURPOSE

    This concurrent resolution fulfills the Joint Legislative Change in State Employee Compensation (CEC) 
    Committee's duty to accept, reject or modify the Governor's pay raise recommendation for state 
    employees, then forward that action to the full Legislature.
    
    This legislation adopts the Governor's FY 1999 CEC recommendation of 5%. This recommendation 
    would increase the payline by 2% and distribute the balance on a merit basis.
    
    It directs the appropriation of money for state employee pay increases.
    
    It states the expectation that salary increases be consistent with existing legislative policy, and that 
    particular emphasis be placed on satisfactory-or-better performing employees with five or more years of 
    service in their current position but who are below the policy pay rate.
    
                               FISCAL IMPACT
    
    This concurrent resolution directs the Joint Finance-Appropriations Committee to appropriate 
    $21,012,000 from the General Fund to fund the CEC recommendations for state agencies, colleges, and 
    universities. The total impact to all funds would be $35,509,900.
