H0177|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 177, As Amended BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO PROGRAMS OF INSTRUCTION; AMENDING CHAPTER 16, TITLE 33, IDAHO 3 CODE, BY THE ADDITION OF A NEW SECTION 33-1615, IDAHO CODE, TO ADOPT AN 4 EXTENDED YEAR READING PROGRAM, TO SPECIFY REIMBURSEMENT OF COSTS AND TO 5 AUTHORIZE THE STATE DEPARTMENT OF EDUCATION TO ADOPT GUIDELINES. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 16, Title 33, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION , to be 9 known and designated as Section 33-1615, Idaho Code, and to read as follows: 10 33-1615. EXTENDED YEAR READING INTERVENTION PROGRAM. The board of 11 trustees of each school district shall establish an extended year state board 12 approved reading program for students identified as below grade level on read- 13 ing assessments in kindergarten through grade three (3). The program shall be 14 the equivalent of forty (40) hours of instruction. Subject to an amount appro- 15 priated, instructional costs of the extended year reading intervention program 16 shall be reimbursed by the state, with the exception of transportation which 17 shall be reimbursed at an amount not to exceed thirty dollars ($30.00) per 18 student per session. For the purpose of program reimbursement, the state 19 department of education shall adopt reporting forms, establish reporting 20 dates, and adopt such additional guidelines and standards as necessary to 21 accomplish the program goals that every child will read fluently and compre- 22 hend printed text on grade level by the end of the third grade. Districts 23 shall apply for an intervention program reimbursement based on a reporting 24 procedure developed and administered by the state department of education. 25 Intervention program participation and effectiveness by school and district 26 shall be presented annually to the state board, the legislature and the gover- 27 nor.

STATEMENT OF PURPOSE RS 08632C2 This bill is the part of the Idaho Literacy Act: Every Child's Birthright which addresses the need for interventions for those students scoring below grade level in reading when assessed near the end of the academic year. It establishes an extended year ("summer school") program, with transportation provided, to help the student achieve grade level. The local districts will be reimbursed by the state based on attendance. The bill also requires an annual report on intervention efforts. FISCAL NOTE The Legislative Reading committee estimates costs to create the extended year intervention at $2,700,000 plus an additional $432,000 for transportation. This assumes a 1:10 teacher-pupil ratio for the equivalence of a class of four weeks, two hours per day, and transportation capped at $30.00 per child.
