Statement of Purpose / Fiscal Impact

                        STATEMENT OF PURPOSE

                              RS 08330

The purpose of this legislation is to clarify in code the exemption
from the requirement to obtain a Class A, B or C driver's licence
(CDL) for the operation of any vehicle weighing up to sixty thousand
(60,000) pounds for certain small business haulers who own their
vehicle and are merely transporting their own property -- and are
definitely not transporting products or materials for hire.

                            FISCAL NOTE

Fiscal impact to the state would be miniscule.
