Statement of Purpose / Fiscal Impact

STATEMENT OF PURPOSE

                                 RS08708

This simple amendment extends the courtesy of clean indoor air to
all citizens at all times in all public places. Most employers and
most public places now provide a smoke free environment, but there
are few places that do not. This simple change would assure all
citizens the right to enter any public place and not be assaulted by
offensive, foul, unhealthy smoke filled rooms.

                               FISCAL NOTE

Neither the state nor local governments spend much time or money
enforcing the no-smoking law. This will add little or no additional
enforcement responsibilities. Over time, proprietors and owners will
simply adopt their practices to conform. We see no fiscal impact to
any local government.
