S1091|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE BILL NO. 1091, As Amended, As Amended BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO THE EDUCATIONAL SUPPORT PROGRAM; AMENDING SECTION 33-1004E, IDAHO 3 CODE, TO PROVIDE A SALARY BENEFIT FOR AN INSTRUCTIONAL STAFF MEMBER DESIG- 4 NATED AS A MASTER TEACHER AND TO CORRECT A CODIFIER'S ERROR. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 33-1004E, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 33-1004E. DISTRICT'S SALARY-BASED APPORTIONMENT. Each district shall be 9 entitled to a salary-based apportionment calculated as provided in this sec- 10 tion. 11 1. To determine the apportionment for instructional staff, first deter- 12 mine the district average experience and education index by placing all eligi- 13 ble district certificated instructional employees on the statewide index pro- 14 vided in section 33-1004A, Idaho Code. The resulting average is the district 15 index. Districts with an index above the state average index shall receive 16 their actual index but not more than the state average plus .03 for the 17 1994-95 school year, and shall receive their actual index but not more than 18 the state average plus .06 for the 1995-96 school year, and thereafter shall 19 receive their actual district index. The district instructional staff index 20 shall be multiplied by the instructional base salary of $20,306. The amount so 21 determined shall be multiplied by the district staff allowance for instruc- 22 tional staff determined as provided in section 33-1004 2., Idaho Code. 23 If an instructional staff member has been certified by the national board for 24 professional teaching standards, the staff member shall be designated as a 25 master teacher and receive $2,000 per year for five (5) years. The instruc- 26 tional salary shall be increased by $2,000 for each master teacher. The 27 resulting amount is the district'ssalarybasedsalary-based 28 apportionment for instructional staff. For purposes of this sec- 29 tion, teachers qualifying for the salary increase as master teacher shall be 30 those who have been recognized as national board certified teachers as of July 31 1 of each year. 32 2. To determine the apportionment for district administrative staff, 33 first determine the district average experience and education index by placing 34 all eligible certificated administrative employees on the statewide index pro- 35 vided in section 33-1004A, Idaho Code. The resulting average is the district 36 index. Districts with an index above the state average index shall receive 37 their actual index but not more than the state average plus .03 for the school 38 year 1994-95, and shall receive their actual index but not more than the state 39 average index plus .06 for the 1995-96 school year, and thereafter shall 40 receive their actual district index. The district administrative staff index 41 shall be multiplied by the base salary of $29,708. The amount so determined 42 shall be multiplied by the district staff allowance for administrative staff 43 determined as provided in section 33-1004 3., Idaho Code. The resulting amount 2 1 is the district's salary-based apportionment for administrative staff. 2 3. To determine the apportionment for classified staff, multiply $15,759 3 by the district classified staff allowance determined as provided in section 4 33-1004 4., Idaho Code. The amount so determined is the district's apportion- 5 ment for classified staff. 6 4. The district's salary-based apportionment shall be the sum of the 7 apportionments calculated in subsections 1., 2. and 3., of this section, plus 8 the benefit apportionment as provided in section 33-1004F, Idaho Code.

STATEMENT OF PURPOSE RS08768 Amending Section 33-1004E, Idaho Code, to provide a salary benefit for an instructional staff member designated as a master teacher. Teachers who enter the National Board Certification Program expect. to spend approximately 150 to 200 hours working on this very intense program. Nationally, only about 37% of those who begin the program will achieve National Certification. They will become a better teacher as a result of working through this very structured process. Upon completion, they are very deserving of being titled a Master Teacher and they should be rewarded for their accomplishment. Registration to enter this program is $2,000. California is offering a $10,000 signing bonus and a waiver of certification requirements if Nationally Certified Teachers will transfer to California. FISCAL NOTE There will be no fiscal impact to the State of Idaho Budget. Teachers who complete this process are notified in November if they have achieved National Board Certification. Therefore, there will be a delay of about ten months in their receipt of financial reward from their school district. The fiscal impact to the salary-based apportionment budget is as follows: November 1998, 17 teachers statewide are Nationally Certified, 1999-2000 impact = $51,000. November 1999, 80 teachers estimated to be Nationally Certified, 2000-2001 impact = $240,000. : November 2000, 190 teachers estimated to be Nationally Certified, 2001-2002 impact = $420,000. November 2001, 200 teachers estimated to be Nationally Certified, 2002-2003 impact = $600,000. The Albertsons grant supporting teachers registration ends at this point.
