SCR105|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 105 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 RECOGNIZING ACCOMPLISHMENTS AND NEEDS FOR ADULT LITERACY PROGRAMS AND DECLAR- 3 ING NOVEMBER 1999 TO BE IDAHO LITERACY MONTH WITH THE THEME "LITERACY: 4 INVESTING IN IDAHO'S WORKERS, CITIZENS AND FAMILIES." 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, "Literacy in the 90's" means having a broad range of skills that 7 include reading, writing, math, critical thinking and speaking in English; and 8 WHEREAS, for businesses, literacy also includes such workplace basics as 9 using computers, working on teams, and making decisions, and a literate 10 workforce is essential to the local, state, and national economy and helps 11 bring about economic competitiveness in a global market; and 12 WHEREAS, technology is rapidly advancing in our society and increased lit- 13 eracy skills empower individuals to meet the increased demands of daily life; 14 and 15 WHEREAS, learning does not end with formal education but continues 16 throughout life as individuals acquire new knowledge and skills; and 17 WHEREAS, literacy empowers parents in their role as their children's first 18 teacher, preparing their children to be ready to learn upon entering school 19 and helping their children to succeed once in school; and 20 WHEREAS, English as a second language programs empower non-English speak- 21 ing adults to be successful in society and at work and to contribute to the 22 success of their children at home through language development and to partici- 23 pate in their children's education; and 24 WHEREAS, literacy empowers Idaho citizens by enabling them to exercise the 25 rights and responsibilities of citizenship; and 26 WHEREAS, studies such as the 1995 Synthetic Estimates of the National 27 Adult Literacy Survey indicate that as many as 31 percent of Idaho's adult 28 population lack some of the basic literacy skills needed to take full advan- 29 tage of their lifelong learning opportunities, and approximately 140,000 Idaho 30 adults, according to the 1990 census figures, do not have a high school 31 diploma or a GED; and 32 WHEREAS, statewide, 10,000 to 13,000 adults enroll in adult basic educa- 33 tion programs each year; and 34 WHEREAS, dedicated volunteers provide tutoring to adults through Adult 35 Basic Education programs, a variety of community-based organizations and 36 libraries; and 37 WHEREAS, the state of Idaho invests in the Adult Basic Education program 38 administered by the state Department of Education with services delivered 39 through six postsecondary institutions, the Idaho Migrant Council, and the 40 Department of Correction, assisted by numerous partnerships with a variety of 41 institutions, agencies, private industries, and community-based nonprofit 42 organizations; and 43 WHEREAS, support through public/private partnerships is critical in order 44 to provide high quality training, materials and technology to staff and volun- 2 1 teers in Idaho's literacy programs. 2 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 3 of the Fifty-fifth Idaho Legislature, the Senate and the House of Representa- 4 tives concurring therein, that November 1999 be declared "Idaho Literacy 5 Month" for the purpose of focusing public awareness on empowering Idahoans 6 through increased literacy skills with the theme "Literacy: Investing in 7 Idaho's Workers, Citizens and Families."
