STATEMENT OF PURPOSE RS09665C1 This legislation will establish a 3% cap on increases in student matriculation fees at the four year colleges and universities; University of Idaho, Idaho State University, Boise State University and Lewis-Clark College. Overall resident student fees are an average of 46% higher today than 5 years ago. The matriculation fee average has changed from 2% ten years ago to its highest 12% change in 1998. It will be the intent of this legislation to put a hold on raising the matriculation fees more than 3% of the preceding year. FISCAL NOTE The direct impact of the 3% cap would be on the students. if the state picks up this difference, there could be a $63 per student charge which is the difference between the 3% cap and the average expenditure per year for the last five years.
