SCR161|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 161 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 PROVIDING LEGISLATIVE AUTHORIZATION AND APPROVAL FOR THE STATE LIQUOR DISPEN- 3 SARY OF THE STATE OF IDAHO TO ENTER INTO AN AGREEMENT OR AGREEMENTS WITH 4 THE IDAHO STATE BUILDING AUTHORITY TO ACQUIRE AND PROVIDE OFFICE, WARE- 5 HOUSE AND RELATED FACILITIES. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, the Legislature of the State of Idaho has declared it to be "to 8 the economic benefit of the citizens of the state of Idaho to provide suffi- 9 cient office space and the necessary related facilities for such governmental 10 bodies and thus provide a more efficient and more economical operation of 11 state government," as provided by Section 67-6404, Idaho Code; and 12 WHEREAS, current office, warehouse and related facilities for use of the 13 State Liquor Dispensary are subject to a lease dated August 4, 1997, with the 14 option to purchase the facilities; and 15 WHEREAS, a substantial cost savings can be obtained by exercising the 16 option to purchase the facilities with funds obtained from financing the 17 facilities through the Idaho State Building Authority. 18 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 19 sion of the Fifty-fifth Idaho Legislature, the Senate and the House of Repre- 20 sentatives concurring therein, that the Idaho State Liquor Dispensary is 21 hereby authorized to enter into an agreement or agreements with the Idaho 22 State Building Authority, upon such terms and conditions as may be reasonable 23 and necessary, for the purpose of financing and purchasing the State Liquor 24 Dispensary's current central warehouse and office facility. 25 BE IT FURTHER RESOLVED that this concurrent resolution shall for all pur- 26 poses constitute prior legislative approval in accordance with Section 27 67-6410, Idaho Code, with respect to the agreement or agreements and the 28 facilities referred to herein.
STATEMENT OF PURPOSE RS10184 The purpose of this Concurrent Resolution is to provide legislative authorization and approval for Idaho State Liquor Dispensary to enter into an agreement or agreements with the Idaho State Building Authority, upon such terms and conditions as may be reasonable and necessary, for the purpose of financing and purchasing the State Liquor Dispensary's current central warehouse and office facility located in Boise. FISCAL IMPACT It is estimated that, if adopted, this Concurrent Resolution will save the State Liquor Dispensary an estimated $3.1 million over a 20 year period. This money ultimately will be returned sixty percent to cities and forty percent to counties as is provided by law for distribution of profits of the Dispensary. Contact: Lt. Gov. C.L.
