reading; providing that members of the Senate will read to young children
in the Capitol Rotunda for fifteen minutes on March 2, 2000; and declaring

  1                                 A SENATE RESOLUTION
  2    DECLARING THE IMPORTANCE OF READING TO CHILDREN AND DECLARING A RECESS IN  THE
  3        BUSINESS  OF  THE SENATE AT A TIME CERTAIN ON A DATE CERTAIN WHEN LEGISLA-
  4        TORS WILL READ TO YOUNG CHILDREN FOR A PERIOD OF FIFTEEN  MINUTES  IN  THE
  5        ROTUNDA OF THE CAPITOL BUILDING.
                                                                        
  6    Be It Resolved by the Senate of the State of Idaho:
                                                                        
  7        WHEREAS,  the  Senate  believes  that achieving the goal of teaching every
  8    child to read by the end of the third grade is among our state's  most  impor-
  9    tant priorities; and
 10        WHEREAS, reading research tells us that children who can read successfully
 11    are dramatically less likely to drop out of school or end up in prison; and
 12        WHEREAS, experts agree that children need to be motivated to read and that
 13    the  model of family and other adults reading to them sends a powerful message
 14    about the importance of reading; and
 15        WHEREAS, the Idaho Legislature believes that assisting the children in our
 16    state to become successful adults by learning to read at an early  age  should
 17    be a focus of this legislative session; and
 18        WHEREAS,  March 2, 2000, is the 96th birthday of Dr. Seuss, the well-known
 19    author of children's books; and
 20        WHEREAS, the Idaho Legislature believes there is no other more appropriate
 21    day to encourage Idahoans to read to all the children in our state.
 22        NOW, THEREFORE, BE IT RESOLVED by the members of the Senate, assembled  in
 23    the  Second  Regular  Session  of  the  Fifty-fifth Idaho Legislature, that on
 24    Thursday, March 2, 2000, between noon and 12:30 p.m.,  members  of  the  Idaho
 25    Senate will recess to the rotunda of the second floor of the Idaho State Capi-
 26    tol where legislators will read to young children for a period of fifteen min-
 27    utes; and
 28        BE  IT  FURTHER RESOLVED that by committing ourselves to and participating
 29    in this activity, the Idaho Legislature does hereby invite  all  other  public
 30    officials  in  our  great  state  to  plan activities which will give them the
 31    opportunity to read to children for at least fifteen minutes on this same day;
 32    and
 33        BE IT FURTHER RESOLVED that the importance of this day and  these  activi-
 34    ties  should  be  memorialized  by declaring March 2, 2000, "Read Across Idaho
 35    Day"; and
 36        BE IT FURTHER RESOLVED that believing that reports of  such  events  which
 37    are carried throughout our state can significantly further the cause of reach-
 38    ing  our  common  goal of ensuring every child can read, the Idaho Legislature
 39    does hereby invite the media of our state to assist in communicating the  mes-
 40    sage  of  the  significance of adults reading to children by reporting on this
 41    historic moment in legislative history when for fifteen minutes, every  legis-
 42    lative member of the Idaho Senate will set aside the other business of govern-
 43    ment  to  participate in this single activity on behalf of all children in the
 44    great state of Idaho.

This Senate Resolution declaring the importance of reading to children and declaring a recess in
the business of the senate at a time certain on a date certain when Legislators will read to young
children for a period of fifteen minutes in the rotunda of the capitol Building. 





                          FISCAL NOTE 

There is no fiscal impact to the General Fund.
