  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE DEPARTMENT  OF  COMMERCE  FOR  FISCAL  YEAR  2002;
  3        DIRECTING THE STATE CONTROLLER TO TRANSFER CERTAIN FUNDS AS REQUESTED; AND
  4        LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There is hereby appropriated to the Department of Commerce the
  7    following amounts from the listed funds to be expended according to the desig-
  8    nated expense classes for the period July 1, 2001, through June 30, 2002:

 29        SECTION  2.  The  State  Controller shall transfer up to $129,600 from the
 30    INEEL Settlement Fund to the Department of  Commerce's  Miscellaneous  Revenue
 31    Fund, as requested by the Department of Commerce.
                                                                        
 32        SECTION 3.  In accordance with Section 67-3519, Idaho Code, the Department
 33    of  Commerce  is  authorized no more than fifty-four (54) full-time equivalent
 34    positions at any point during the period July 1, 2001, through June 30,  2002,
 35    for the program specified in Section 1 of this act, unless specifically autho-
 36    rized  by  the  Governor.  The  Joint Finance-Appropriations Committee will be
 37    notified promptly of any increased positions so authorized.

This appropriation bill funds two program enhancements. The first totals $3,900,000 in General Funds and includes three major initiatives. An Idaho Rural Community Block Grant Program is funded totaling $3,000,000. This would be a newly established block grant program targeted to rural infrastructure in support of economic development. The second component totals $500,000 for a Local Community Economic Development Staff Support Program. This program will provide direct funding to support local economic development organizations in rural communities on a cost sharing matching basis. The last program funded in the $3.9 million is the Gem Community Implementation Program totaling $400,000. This is a program to help rural communities implement specific economic development and job creation projects.

The second program enhancement funded is for $150,000 in one-time General Funds to allow the Department of Commerce to implement the Idaho Science and Technology Corporation – a non-profit, public/private corporation to advance science, technology, and economic development.
