|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 34 BY WAYS AND MEANS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF THE COMMUNITY 4 COLLEGE SYSTEM. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, historically, Idaho has wrestled with the concept of developing a 7 community college system for its citizens. Limited funding, a tradition of the 8 four year college/university, a small population, and geography have impeded 9 the efforts of several groups supporting the comprehensive community college 10 movement which in the 1960's and 1970's benefitted so many states in meeting 11 social, academic, technical and economic needs. Although Idaho has undergone 12 several reviews and initiated attempts in developing a community college sys- 13 tem, there has been little success; and 14 WHEREAS, two comprehensive community colleges, the College of Southern 15 Idaho, Twin Falls, and North Idaho college, Coeur d'Alene, have broken the 16 barriers and become a healthy and viable part of the state's postsecondary 17 system. These two colleges are positioned to provide the type of training so 18 necessary for a continued growth of this state; and 19 WHEREAS, Idaho has been fully aware of the potential of developing a sys- 20 tem of comprehensive community colleges. Our present two community colleges 21 are part of the structure provided in Idaho law. So too, are the colleges part 22 of a statewide strategic plan developed to ensure that opportunities for an 23 education are available to all our citizens. Recently, the Governor and the 24 Legislature ensured continued support for the community college concept by 25 adjusting local property tax and assuming more of the financial burden of sup- 26 port for the two standing institutions; and 27 WHEREAS, also to be considered in a discussion about community colleges in 28 this state is the fact that Idaho has within its system three embedded two- 29 year technical schools/colleges in Boise State University, Lewis-Clark State 30 College and Idaho State University, as well as University Place in Idaho Falls 31 and a stand alone technical college in the Eastern Idaho Technical College, 32 Idaho Falls, with a limited degree granting option. These colleges have direct 33 connection to the state's professional-technical division; and 34 WHEREAS, when considering the options available in the development of a 35 system of community colleges, one must recognize the number of critical issues 36 and myriad of opportunities that accompany such a move. 37 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 38 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 39 Senate concurring therein, that the Legislative Council is authorized to 40 appoint a committee to undertake and complete a study of development of commu- 41 nity colleges. The Legislative Council shall determine the number of legisla- 42 tors and membership from each house appointed to the committee and shall 43 authorize the committee to receive input, advice and assistance from inter- 44 ested and affected parties who are not members of the Legislature. 2 1 BE IT FURTHER RESOLVED that an advisory committee composed of not less 2 than: a member of the State Board of Education, appointed by the Board; a rep- 3 resentative of a state institution of higher education, appointed by the 4 Board; a community college representative, appointed by the Board; a represen- 5 tative of a technical college appointed by the Board; and a designee of the 6 Governor shall assist the committee. Nonlegislative advisors shall not be 7 reimbursed from legislative funds for per diem, mileage or other expenses and 8 shall not have voting privileges regarding the committee's recommendations or 9 proposed legislation. 10 BE IT FURTHER RESOLVED that the committee should consider, at a minimum, 11 the following: 12 The present structure of the system and its establishment under the Idaho 13 Constitution and law; 14 The organization and structure of the system/colleges as envisioned by the 15 committee; 16 The mission and role of the colleges either as a system or as individual 17 entities; 18 The funding of the system and/or the institutions, e.g. formula applica- 19 tions with varied support elements, sources of income, and related 20 issues; 21 The governance of the system/colleges; 22 The potential of an extensive community college system to meet immediate 23 short-term, limited duration program needs and provide flexibility, 24 responsiveness and accountability based upon performance measures, 25 such as response to need, number of graduates filling jobs, and 26 retraining the present work force; 27 The capacity of improved articulation of technical training and options 28 for entry in advance program offerings such as engineering, medical 29 training and similar programs to contribute to a comprehensive sys- 30 tem. Additionally, the opportunity for a community college to provide 31 a low-cost means of addressing remedial needs of existing high school 32 graduates; 33 The advantages of community colleges in establishing partnerships with 34 other institutions, the kindergarten through grade 12 education sys- 35 tem, business and industry through strategic planning.
STATEMENT OF PURPOSE RS 11234C1 This resolution would authorize the Legislative Council to appoint an interim study committee to undertake and complete a study of the current structure, mission, role and funding of community colleges. Governance issues will also be discussed along with the potential for an extensive community college structure to meet short term, limited duration programs and to meet remedial needs of high school graduates. FISCAL IMPACT If this resolution is adopted by the Legislature and the committee is appointed by the Legislative Council, any necessary legislator travel and per diem expense would be paid from the existing legislative appropriation to the Senate and the House of Representatives. Funding for staff support and expenses would be provided from the existing appropriation to the Legislative Council for the Legislative Services Office.
