  1                                  A HOUSE RESOLUTION
  2    RECOGNIZING THE IMPORTANCE OF IDAHO'S ACTIVE PARTICIPATION IN  THE  MULTISTATE
  3        HIGHWAY  TRANSPORTATION  AGREEMENT, AND SUPPORTING THE CONTINUING APPOINT-
  4        MENT OF  AN IDAHO REPRESENTATIVE TO  THE  COORDINATING  COMMITTEE  OF  THE
  5        MULTISTATE HIGHWAY TRANSPORTATION AGREEMENT.
                                                                        
  6    Be It Resolved by the House of Representatives of the State of Idaho:
                                                                        
  7        WHEREAS,  the House of Representatives recognizes that highway transporta-
  8    tion is the major mode for movement of people and goods in the western states;
  9        WHEREAS, several western states determined that  a  consortium  of  states
 10    would provide a forum through which the participating jurisdictions could pro-
 11    mote  sound  public policies of highway use, development, safety and taxation,
 12    and could serve as a clearinghouse for the  collection  and  dissemination  of
 13    information concerning present and proposed national, state and local legisla-
 14    tion, regulation and taxation affecting highway transportation;
 15        WHEREAS,  in 1975 Idaho enacted into law and became a participating member
 16    in the Multistate Highway Transportation Agreement;
 17        WHEREAS, among the purposes of the agreement are adherence to the  princi-
 18    ple  that  each  participating jurisdiction should have the freedom to develop
 19    the vehicle size and weight standards that it determines to be most  appropri-
 20    ate  to  its  economy and highway system while also promoting uniformity among
 21    participating jurisdictions in vehicle size and weight standards and  as  much
 22    as possible, secure uniformity of administration procedures in the enforcement
 23    of recommended vehicle size and weight standards;
 24        WHEREAS,  a  significant benefit of participation in the agreement is that
 25    representatives from the participating jurisdictions enjoy  the  advantage  of
 26    consulting  directly  with  regional  departments of transportation as well as
 27    private industry regarding major interstate transportation issues.
 28        NOW, THEREFORE, BE IT RESOLVED by the members of the House of  Representa-
 29    tives,  assembled in the First Regular Session of the Fifty-sixth Idaho Legis-
 30    lature, that we recognize the importance of Idaho's  active  participation  in
 31    this agreement and support the continuing appointment of  an Idaho representa-
 32    tive  to  the  coordinating committee of the Multistate Highway Transportation
 33    Agreement.

	         STATEMENT OF PURPOSE
                      RS 11286

This legislation recognizes the importance of Idaho's active 
participation in the Multistate Highway Transportation Agreement 
(MHTA) and supports the continuing appointment of an Idaho 
representative to the Coordinating Committee of the MHTA.



                   FISCAL IMPACT

This will impact the Legislative fund for the travel costs of 
the Idaho representative to MHTA.
