                STATEMENT OF PURPOSE

                    RS 11172

The purpose of this legislation is to improve the enforceability

of the 65 miles per hour speed limit for trucks. Whether a

vehicle has five axles is easily observed so that the speed can

be checked, but whether a specific vehicle has a gross weight of

26,000 pounds is nearly impossible to tell with the equipment

enforcement personnel have available to them on the road.

Removal of the weight definition will make the applicability of

the speed limit easier to determine and make enforcement easier

and more likely.
