|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 115 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE DEPARTMENT OF ADMINIS- 3 TRATION TO ENTER INTO AGREEMENTS WITH THE IDAHO STATE BUILDING AUTHORITY 4 TO FINANCE THE REMODEL OF AND CONSTRUCTION OF AN ADDITION TO THE EXISTING 5 ADA COUNTY COURTHOUSE AT 514 W. JEFFERSON, BOISE, IDAHO, AND THE CONSTRUC- 6 TION OF A PARKING STRUCTURE IN THE CAPITOL MALL AREA, EXPRESSING LEGISLA- 7 TIVE INTENT, AND CONSTITUTING AUTHORIZATION REQUIRED BY THE PROVISIONS OF 8 SECTION 67-6410, IDAHO CODE. 9 Be It Resolved by the Legislature of the State of Idaho: 10 WHEREAS, the state of Idaho acquired the real property and improvements 11 (the Ada County Courthouse building) located at 514 W. Jefferson, Boise, 12 Idaho; 13 WHEREAS, the state of Idaho currently leases the building to Ada County, 14 which is scheduled to move out of the building in approximately January 2002; 15 WHEREAS, a recently completed Capitol Mall Master Plan shows that existing 16 office space is being fully utilized and in order to accommodate current and 17 future space needs, an additional facility would be needed and that the prop- 18 erty at 514 W. Jefferson can be utilized to address such space needs; 19 WHEREAS, much of the infrastructure and other physical aspects of the 20 courthouse, including HVAC, electrical, life safety and lack of ADA accommoda- 21 tions, make it unsuitable for efficient and effective use by the state of 22 Idaho and the building needs to be significantly remodeled to make it ready 23 for use and occupancy by the state of Idaho; 24 WHEREAS, an addition to the courthouse would provide needed space for use 25 by the Legislature, state agencies and the judiciary, and would also provide 26 hearing rooms for use by the Legislature and accommodate participation by 27 Idaho's citizens; 28 WHEREAS, parking availability in the capitol mall area is currently insuf- 29 ficient, as documented in the Capitol Mall Master Plan; 30 WHEREAS, the Department of Administration is charged with the management 31 of multiagency office space constructed through the Idaho State Building 32 Authority and is directed to operate any property acquired for the capitol 33 mall. 34 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 35 of the Fifty-sixth Idaho Legislature, the Senate and the House of Representa- 36 tives concurring therein, that the Legislature hereby authorizes and provides 37 approval for the Department of Administration to enter into an agreement or 38 agreements with the Idaho State Building Authority, under such terms and con- 39 ditions as may be reasonable and necessary, to provide for the remodel and the 40 construction of an addition to the Ada County Courthouse at 514 W. Jefferson, 41 and the construction of a parking structure in the capitol mall area. 42 BE IT FURTHER RESOLVED that in authorizing the use of moneys appropriated 43 to pay for previously issued bonds to be reallocated to pay for the issuance 44 of new bonds for this project, it is legislative intent that the Legislature 2 1 shall be consulted and involved in the allocation of space on the first three 2 floors of the remodeled facility and that the design and configuration of such 3 interior space in the facility as shall be allocated to the Legislature shall 4 be developed in cooperation with, and subject to the approval of, the Presi- 5 dent Pro Tempore of the Senate and the Speaker of the House of Representatives 6 or their designee(s). 7 BE IT FURTHER RESOLVED that this resolution constitutes the authorization 8 required by the provisions of Section 67-6410, Idaho Code.
STATEMENT OF PURPOSE RS 11215 This concurrent resolution provides authorization to the Department of Administration to enter into agreements, as may be necessary, with the Idaho State Building Authority to finance the remodel of and addition to the old Ada County Courthouse building and the construction of a parking structure on Washington Street in Boise, Idaho. The courthouse building would be used to house agencies of state government and to provide needed public hearing rooms for use by the Legislature and other state uses. The parking structure would be needed to address increased parking needs. FISCAL IMPACT This concurrent resolution would create no additional fiscal impact on. the State. Two existing bond issues for which the state is currently appropriating permanent building fund monies will expire in the next two years. The appropriations made to fund those two payments would simply be continued for the remodel and addition of the old Ada County Courthouse building and for the parking structure authorized in this resolution. The construction would be financed through bonds issued by the Idaho State Building Authority. Band payments would be made from moneys collected by the Department of Administration in rent on state owned facilities and from the Permanent Building Fund. Current lease payments now being appropriated to make payments on a previous bond financing by the Authority of the state office buildings in Idaho Falls, Lewiston and Boise in the approximate amount of $1,250,000.00 will not be required after FY 2001 (the bonds will be paid off in September of 2001) and for the Deaf and. Blind School in the approximate amount of $1,100,000.00 will not be required after FY 2002 (the bonds will be paid off in September of 2002). As a result, no new funds would be required; bond payments would be made over the life of the bonds from the same funding sources. Estimated costs for the projects are: approximately $18.5 million for the remodel and addition to the courthouse building and $5.4 million for the parking structure. The first annual lease payment for each facility would commence in the fiscal year that construction is completed. It is contemplated that the earliest that construction of each facility could be completed is August of 2003.
