BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE COMMISSION ON THE
3 ARTS FOR FISCAL YEAR 2007; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT
4 POSITIONS; AND DIRECTING THE ALLOCATION OF SALARY SAVINGS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Office of the Governor for
7 the Commission on the Arts the following amounts from the listed funds for the
8 period July 1, 2006, through June 30, 2007:

23 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Commission
24 on the Arts is authorized no more than eleven (11) full-time equivalent posi-
25 tions at any point during the period July 1, 2006, through June 30, 2007, for
26 the program specified in Section 1 of this act, unless specifically authorized
27 by the Governor. The Joint Finance-Appropriations Committee will be notified
28 promptly of any increased positions so authorized.
29 SECTION 3. The Commission on the Arts is hereby directed to allocate sal-
30 ary savings, based on performance, to provide for employee salary needs before
31 other operational budget priorities are considered. Where applicable, employ-
32 ees whose salaries are below the midpoint of their pay grade or occupational
33 groups with significant turnover rates shall be considered first in the order
34 of salary savings distributions.
