Statement of Purpose / Fiscal Impact

	                  STATEMENT OF PURPOSE
                              RS 11831

In some areas of the state nitrate levels are increasing in
groundwater. One contributor to this growing problem is
commercial fertilizers applied to residential and commercial
landscapes. This proposal is intended to begin the educational
process for such users, so they will understand the consequences
of over application.

It will require labeling with appropriate educational
information developed by the Idaho Department of Agriculture for
all packaged commercial fertilizers in containers under 100 pounds.

                         FISCAL IMPACT

The Department of Agriculture will incur the costs of
developing the label which must be applied to packaged fertilizers.
There may be some other incidental administrative costs.
