|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 31 BY WAYS AND MEANS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF ELECTRONIC COM- 4 MERCE AND RELATED TECHNOLOGY. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the economic well-being of the state of Idaho and its communities 7 depends on the belief of its citizens that their state and community are 8 places where families can live in safety and security, where quality health 9 care is readily available, where the educational system meets the needs of 10 learners of all ages, where government services are provided in an efficient 11 and effective manner, where opportunities for business and commercial growth 12 are encouraged and supported, and where the state's natural heritage and qual- 13 ity of life are protected and enjoyed; and 14 WHEREAS, rapid technological advances have significantly altered society 15 and have dramatically changed business practices, methods of communication, 16 and lifestyles in just the last decade. As technology proliferates, govern- 17 ments are naturally affected and must keep up with the so called "New Economy" 18 revolution that will notably transform the lives of citizens and the nature of 19 commerce; and 20 WHEREAS, citizens of the state of Idaho, both urban and rural, can benefit 21 through high speed access to the Internet and the information it provides. The 22 number of Idaho households and businesses utilizing online services and digi- 23 tal technologies is increasing with the growing trend toward business-to- 24 consumer, business-to-business, and business-to-government e-commerce. There 25 are growing employment opportunities for rural and urban citizens who are 26 skilled in electronic technologies; and 27 WHEREAS, it is the intent of the legislature to provide the communities of 28 this state with a process to assist them in meeting the economic and societal 29 challenges that have arisen and will continue to arise as new electronic 30 technologies, including wireless, digital subscriber line (DSL) and integrated 31 services digital network (ISDN), are developed, enhanced and marketed. There 32 is a need to review and examine policies and make specific legislative propos- 33 als to ensure that electronic technologies and commerce will continue to grow 34 and prosper while delivering social and economic benefits to Idaho's citizens, 35 government and businesses. 36 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 37 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 38 Senate concurring therein, that the Legislative Council is authorized to 39 appoint a committee to undertake and complete a study of electronic commerce 40 and technology. The Legislative Council shall determine the number of legisla- 41 tors and membership from each house appointed to the committee and shall 42 authorize the committee to receive input, advice and assistance from inter- 43 ested and affected parties who are not members of the legislature. 44 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 2 1 appointed by the cochairs of the committee who are appointed by the Legisla- 2 tive Council. Nonlegislative members of the advisory committee shall not be 3 reimbursed from legislative funds for per diem, mileage or other expenses and 4 shall not have voting privileges regarding the committee's recommendations or 5 proposed legislation. 6 BE IT FURTHER RESOLVED that the committee shall make a progress report to 7 the Second Regular Session of the Fifty-sixth Idaho Legislature and shall make 8 a report detailing its findings, recommendations and proposed legislation, if 9 any, to the First Regular Session of the Fifty-seventh Idaho Legislature.
STATEMENT OF PURPOSE RS 11157C1 This concurrent resolution would allow for the appointment of a committee to study electronic commerce, broadband connectivity and other related technologies. Currently, the number of Idaho households and businesses utilizing electronic technologies is increasing rapidly. This committee will fulfill the need to review current policies and propose legislation to ensure that electronic technologies will continue to advance in Idaho’s socio-economic environment, benefitting Idaho citizens, businesses and communities. FISCAL IMPACT If this resolution is adopted by the Legislature and the committee is appointed by Legislative Council, any necessary legislator travel and per diem expense would be paid from the existing legislative appropriation to the Senate and the House of Representatives. Funding for staff support and expenses would be provided from the existing appropriation to the Legislative Council for the Legislative Services Office.
