STATEMENT OF PURPOSE HB 505 This bill is a supplemental appropriation for the Department of Fish and Game and includes three funding items, a fund shift for the Craig Mountain Wildlife Management Area, spending authority for the WMA pheasant stamp program, and spending authority for advertising receipts for the Idaho Wildlife Magazine. Craig Mountain Wildlife Management Area: Deletes $166,800 in federal US Fish & Wildlife funds and replaces those funds with BPA trust fund earnings from a $3.0 million dollar trust fund provided by BPA for wildlife mitigation for Dworshak reservoir. The trust fund can support the WMA completely using only the earnings off the trust, which are expected to be about $221,000 annually, and will pay for two positions and seasonal help to manage the property which is about 86,000 acres in total. 2. WMA Pheasant permit: This provides $50,000 in spending authority for the cash raised by the new $10 WMA pheasant stamp. The proceeds of the stamp sales are used to purchase 5,000 pheasants from two vendors who raise these birds, and release them on Wildlife Management Areas throughout the state. 3. Idaho Wildlife Magazine: This item will provide spending authority for advertising receipts in the production of the Idaho Wildlife Magazine to comply with legislative intent that the magazine should be self supporting rather than use license funds to subsidize the publication.
