 2    RELATING TO PROFESSIONAL-TECHNICAL ADDED  COST UNITS;   PROVIDING  LEGISLATIVE
 3        INTENT;  AND AMENDING CHAPTER 10, TITLE 33, IDAHO CODE, BY THE ADDITION OF
 4        A NEW SECTION 33-1002G, IDAHO CODE, TO ALLOW SCHOOL DISTRICTS TO ESTABLISH
 5        PROFESSIONAL-TECHNICAL  SCHOOLS  THAT  QUALIFY  FOR  FUNDING   DISTRIBUTED
 6        THROUGH THE STATE BOARD OF VOCATIONAL EDUCATION, TO PROVIDE FOR THE AMOUNT
 7        OF FUNDING AND TO PROVIDE QUALIFICATION CRITERIA.

 8    Be It Enacted by the Legislature of the State of Idaho:

 9        SECTION  1.  LEGISLATIVE  INTENT.  There  is growing consensus that public
10    schools need to better adapt to today's workplace demands by providing curric-
11    ulum and experiences that closely align themselves to the reality of the work-
12    place. The emerging professional-technical skills  center  approach  has  been
13    shown  to accomplish this end. These schools are intended to serve students of
14    all ability levels, including the gifted and talented. Courses  are  typically
15    aligned with higher education and have a field experience component. Equipment
16    is  more attuned to current industry standards and students from more than one
17    high school access the centers. These centers always exceed the costs  associ-
18    ated  with a "regular" high school and this factor has discouraged their wide-
19    spread utilization. Idaho is no exception. This act provides a modest increase
20    in per student funding over the regular secondary  school  units.  It  is  the
21    intent  of  the legislature in providing this increase to help cover the addi-
22    tional skill center  costs  of  lower  teacher-pupil  ratios,  transportation,
23    equipment and field experience supervision.

24        SECTION  2.  That  Chapter  10,  Title 33, Idaho Code, be, and the same is
25    hereby amended by the addition thereto of a  NEW SECTION  ,  to  be
26    known and designated as Section 33-1002G, Idaho Code, and to read as follows:

27        33-1002G.  PROFESSIONAL-TECHNICAL  SCHOOL  ADDED  COST  UNITS. School dis-
28    tricts may establish professional-technical schools that qualify  for  funding
29    appropriated  for  the  specific  purpose  of  supporting  the  added  cost of
30    professional-technical schools. These funds will be appropriated to the  state
31    board  for  vocational education, to be expended by the division of vocational
32    education. The amount of the professional-technical  school  added  cost  unit
33    would  be  calculated  as an additional .33 secondary units based on full-time
34    equivalent average daily  attendance  at  an  approved  professional-technical
35    school.  In  order  for  a  school  to  qualify for funding as a professional-
36    technical school, it must make application to the division of vocational  edu-
37    cation  on  or  before the first Friday in July for the following fiscal year.
38    For fiscal year 99, applications must be made by May 1.  All  school  programs
39    must have a professional-technical component and meet at least four (4) of the
40    five (5) following criteria:
41        (1)  The  school  serves  students from two (2) or more high school atten-
42    dance zones with a minimum of fifteen percent (15%) of the total student  body

 1    residing in attendance zones apart from the attendance zone of the majority of
 2    students.
 3        (2)  The  school  offers  a majority of its class offerings as dual credit
 4    opportunities in conjunction with an accredited institution of  higher  educa-
 5    tion.
 6        (3)  All school programs involve at least one (1) supervised field experi-
 7    ence.
 8        (4)  The  school  is administered and funded as a distinct school separate
 9    from schools that qualify for computation as regular secondary support units.
10        (5)  The school is to be located at a  separate  site  from  regular  high
11    school facilities.
12    Hardship  exemptions  for  the separate site requirement may be granted by the
13    state board of education.
14        For funding purposes, students in attendance at a qualifying professional-
15    technical school will be reported in full or half days.  The  state  board  of
16    education  will  develop  rules that will determine funding in instances where
17    students attend a professional-technical school on a  regular  basis,  but  in
18    increments of time that total less than 2.5 hours per day.

                          STATEMENT OF PURPOSE

    The purpose of this legislation is to allow school 
    districts to establish professional-technical schools that 
    qualify for funding through the State Board of Vocational 
    Education so as to provide Idaho students the necessary 
    professional-technical skills. The legislation also 
    establishes the criteria to be classified a 
    professional-technical school and to provide a modest 
    increase in per student funding to help cover the costs of 
    lower teacher-pupil ratios, transportation, equipment, and 
    field experience supervision. It also does not allow 
    students to be counted twice for funding purposes but as 
    either attending the professional-technical school or a 
    regular school.
    
                               FISCAL NOTE
    
    Initially, the cost will be approximately $400,000. When 
    fully implemented statewide, the cost will be approximately 
    $2 to 3 million.
