 1                                        AN ACT
 2    RELATING TO APPROPRIATIONS FOR THE DEPARTMENT OF JUVENILE CORRECTIONS;  AMEND-
 3        ING  THE  APPROPRIATION  MADE IN SECTION 1, CHAPTER 298, LAWS OF 1997; AND
 4        DECLARING AN EMERGENCY.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  That Section 1, Chapter 298, Laws of 1997, be, and the same is
 7    hereby amended to read as follows:

 8        SECTION 1.  There is hereby appropriated to  the  Department  of  Juvenile
 9    Corrections  the following amounts, to be expended for the designated programs
10    according to the designated standard classifications from the listed funds for
11    the period July 1, 1997, through June 30, 1998:

22        SECTION 2.  An emergency existing  therefor,  which  emergency  is  hereby

Statement of Purpose / Fiscal Impact



                                      STATEMENT OF PURPOSE

                                              H596

This bill provides a $6,391,300 supplemental appropriation for the Department of Juvenile
Corrections for fiscal year 1998.

1)  $400,000 of spending authority for Other Funds received from counties in the Seventh Judicial
District for the housing of juveniles in the Owyhee Unit at Juvenile Corrections Center - East.

2)  $5,391,300 of General Funds, and $500,000 of Other Funds from child support and social
security revenue for additional private contract placement of juveniles.

3)  $100,000 of General Funds for seven positions at the state-run institutions, thereby restoring
 most of the effects of the negative supplemental in fiscal year 1997.

4)  Transfer General Funds appropriated in FY 1998 to open a work camp for juveniles in Lewiston
to trustee/benefit payments for contract providers payments.  $1,252,200 of personnel costs,
$314,900 of operating expenditures, and $334,000 of one-time capital outlay, for a total of
$1,901,100 is now available for contract provider payments.  The construction of the work camp is
on hold until a statewide facilities review can be completed this fiscal year.  This change is a
transfer of spending authority within the appropriation bill - but results in zero new dollars.
