H0640|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 640 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 RELATING TO THE STATE COUNCIL FOR TECHNOLOGY IN LEARNING; AMENDING SECTION 3 33-4802, IDAHO CODE, TO INCLUDE THE IDAHO SCHOOL FOR THE DEAF AND BLIND 4 WITHIN THE LEGISLATIVE FINDINGS CONCERNING TECHNOLOGY IN THE CLASSROOM; 5 AMENDING SECTION 33-4803, IDAHO CODE, TO FURTHER DEFINE TERMS; AND AMEND- 6 ING SECTION 33-4806, IDAHO CODE, TO MAKE THE IDAHO SCHOOL FOR THE DEAF AND 7 BLIND ELIGIBLE FOR PUBLIC SCHOOL TECHNOLOGY GRANTS. 8 Be It Enacted by the Legislature of the State of Idaho: 9 SECTION 1. That Section 33-4802, Idaho Code, be, and the same is hereby 10 amended to read as follows: 11 33-4802. FINDINGS. The legislature hereby finds, determines and declares 12 that the state of Idaho recognizes the importance of applying technology to 13 meet the public need for an improved and thorough public education system for 14bothelementary and secondary education, education of the 15 hearing or visually impaired at the Idaho school for the deaf and blind, 16 postsecondary and higher education and public libraries. 17 SECTION 2. That Section 33-4803, Idaho Code, be, and the same is hereby 18 amended to read as follows: 19 33-4803. DEFINITIONS. As used in this chapter: 20 (1) "Educational segments" are, individually, the public elementary and 21 secondary school system, the Idaho school for the deaf and blind, 22 the vocational education system, the community colleges, and the four-year 23 colleges and universities. 24 (2) "IPBS" means the Idaho public broadcasting service. 25 (3) "Instructional video service providers" means publicly and privately 26 funded television agencies that offer instructional video programming and ser- 27 vices without commercial advertising. 28 (4) "Libraries" means district, city, and school/community libraries as 29 described in chapters 26 and 27, title 33, Idaho Code. 30 (5) "Technology" means technology-based materials, equipment, systems, 31 and networks. 32 SECTION 3. That Section 33-4806, Idaho Code, be, and the same is hereby 33 amended to read as follows: 34 33-4806. PUBLIC SCHOOL TECHNOLOGY GRANTS. There is hereby established the 35 public school technology grant program, which shall make available grants for 36 schools to provide Idaho classrooms , including classrooms at the Idaho 37 school for the deaf and blind, with the equipment and resources neces- 38 sary to integrate information age technology with instruction and to further 39 connect those classrooms with external telecommunications services. Grant 2 1 applications shall include a project plan that describes proposed equipment 2 and software purchases; how the proposed equipment and software will be used 3 effectively in the classroom; provision for training teachers to make optimal 4 use of the technology; provision for local matching funds as prescribed by the 5 council; and other elements as prescribed by the council.
STATEMENT OF PURPOSE RS 07909 This legislation amends the Idaho Educational Technology Initiative (Chapter 48, Title 33, Idaho Code) to add the Idaho School for the Deaf and the Blind to the list of educational agencies and institutions that can be improved through the use of technology. The Gooding school would also become eligible to receive grants under the public school technology grant program as administered by the Idaho Council for Technology in Learning (ICTL). FISCAL NOTE There would be no additional impact on the General Fund. Currently the public school technology grant program is supported through a $10.4 million appropriation in the public school budget. The addition of the Idaho School for the Deaf and the Blind to the 112 local school districts currently eligible for grants would result in a slight reduction to the districts. The technology grants to the districts have been made on the basis of $20,000 per district plus approximately $33.50 per student. (The six districts with less than 100 students receive a lesser amount.) If the Deaf and Blind School, with its 135 students, receives a grant comparable to the local districts ($24,000), it will reduce the per student amount approximately ten cents ($0.10).
