                     BY JUDICIARY, RULES AND ADMINISTRATION COMMITTEE

 1                                        AN ACT
 2    RELATING TO DISTRICT JUDGES; AMENDING SECTION 1-805, IDAHO  CODE,  TO  PROVIDE
 3        THAT  THE FOURTH JUDICIAL DISTRICT SHALL HAVE ONE MORE DISTRICT JUDGE WITH
 4        RESIDENT CHAMBERS IN ADA COUNTY; AND PROVIDING AN EFFECTIVE DATE.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  That Section 1-805, Idaho Code, be, and  the  same  is  hereby
 7    amended to read as follows:

 8        1-805.  FOURTH  DISTRICT -- NUMBER OF JUDGES -- RESIDENT CHAMBERS. (1) The
 9    fourth judicial district shall consist of the counties of Valley,  Boise,  Ada
10    and Elmore.
11        (2)  The fourth judicial district shall have  eight   nine
12    ( 8  9 ) district judges.
13        (3)  Resident  chambers of the district judges of the fourth judicial dis-
14    trict shall be established as follows:
15        (a)   Seven   Eight  ( 7  8  )
16        resident chambers shall be established in Ada County;
17        (b)  One  (1)  resident  chambers  shall  be  established in Ada or Elmore
18        County.

19        SECTION 2.  This act shall be in full force and effect on and after  Janu-
20    ary 1, 1999.

                          STATEMENT OF PURPOSE

    This bill, if enacted, adds a district judge in the 
    Fourth Judicial District beginning January 1, 1999, with 
    resident chambers in Ada County. Currently there are 
    eight district judges in the Fourth Judicial District, 
    comprised of Ada, Boise, Elmore and Valley counties, all 
    of whom are presently chambered in Ada County.
    
                              FISCAL NOTE
    
    Based on current data and current salary levels, the 
    estimated cost of this new judgeship to the general fund 
    for the 1999 fiscal year will be $79,500, comprised of 
    $48,300 for the salary and benefits of the district judge, 
    $23,250 for the salary and benefits of a court reporter, 
    estimated travel and training expenses of $3,250, and a 
    one-time cost for computer equipment of $4,700. The fiscal 
    impact for a full fiscal year is $159,600
