Statement of Purpose / Fiscal Impact

    STATEMENT OF PURPOSE

      RS08082C1

This bill requires insurance policies which provide for payment of prescription drugs to include coverage
for contraceptive drugs and devices. The bill would also require policies which provide for payment of
uncomplicated pregnancies to include contraceptive devices and services which are used to prevent
unwanted pregnancy. An exemption is provided for religious organizations if this requirement contradicts
    their philosophy.

                             FISCAL STATEMENT

Actuarial costs are difficult to determine since this is an uncommon benefit. An industry estimate of
$2.00- $3.00 per month per insurance policy is projected. This estimate does not take into consideration
the considerable cost savings which may be achieved through prevention of unplanned pregnancies.
Currently, birth control pills cost approximately $30.00 per month which is a substantial additional
out-of-pocket expense for insured women in Idaho.
