H0777|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 777 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS TO THE DEPARTMENT OF FINANCE FOR FISCAL YEAR 1999; AND 3 LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS. 4 Be It Enacted by the Legislature of the State of Idaho: 5 SECTION 1. There is hereby appropriated to the Department of Finance the 6 following amount, to be expended according to the designated standard classi- 7 fications from the listed fund for the period July 1, 1998, through June 30, 8 1999: 9 FOR: 10 Personnel Costs $2,291,600 11 Operating Expenditures 613,000 12 Capital Outlay 99,500 13 TOTAL $3,004,100 14 FROM: 15 State Regulatory Fund $3,004,100 16 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Department 17 of Finance is authorized no more than forty-three (43) full-time equivalent 18 positions at any point during the period July 1, 1998, through June 30, 1999, 19 for the program specified in Section 1 of this act, unless specifically autho- 20 rized by the Governor. The Joint Finance-Appropriations Committee will be 21 notified promptly of any increased positions so authorized.

COMMENTS:
This is the fiscal year 1999 appropriation for the Department of Finance in the amount of
$3,004,100.
The department is funded entirely with dedicated funds generated by regulating the
financial industry in Idaho.
Included in this appropriation is a 2.6% inflationary increase for operating expenses, 5%
change in employee compensation (CEC) for merit based pay increases with an emphasis on
moving deserving employees to the policy pay level, and fully funded personnel cost
increases to cover higher employer-paid health insurance premiums.
Funding for two enhancements are included in this bill. The first funds an information
technology support technician position. The second authorizes and funds two new mortgage
examiner/investigator positions to handle the workload created by the Residential
Mortgage Practices Act, which was enacted in 1996.
This appropriation also limits the department's number of full-time positions for FY
1999.
