                                   SENATE BILL NO. 1350

                               BY TRANSPORTATION COMMITTEE

 1                                        AN ACT
 2    RELATING TO DEALER AND MANUFACTURER LICENSE PLATES; AMENDING  SECTION  49-411,
 3        IDAHO CODE, TO INCREASE THE FEE FOR VEHICLE DEALER OR MANUFACTURER LICENSE
 4        PLATES OR REGISTRATION STICKERS; AND PROVIDING LEGISLATIVE INTENT.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION  1.  That  Section  49-411, Idaho Code, be, and the same is hereby
 7    amended to read as follows:

 8        49-411.  DEALER AND MANUFACTURER PLATE -- FEES. (1) Any person  conducting
 9    the  business  of  manufacturing,  buying, selling or dealing in vehicles, and
10    licensed as a manufacturer of or a dealer in vehicles, and owning and  operat-
11    ing any such vehicle upon any highway may, in lieu of registering each vehicle
12    obtain  from the department upon application on the proper form and payment of
13    the required fee, and attach to each vehicle, one (1) number plate as required
14    for different classes of vehicles in section 49-434, Idaho Code.  The  special
15    number  plate  shall bear a distinctive number assigned to the manufacturer or
16    dealer, the name of this state, which may be abbreviated,  and  the  year  for
17    which  the  plate is issued, together with words which may be abbreviated or a
18    distinguishing symbol indicating that the plate is issued to a manufacturer or
19    dealer.
20        (2)  The fee for a dealer or manufacturer  number  plate  or  registration
21    sticker  shall  be    five     twelve  dollars ($ 5
22     12 .00) for each plate or sticker.
23        (3)  All such fees shall be paid to the state treasurer and  deposited  to
24    the state highway account.

25        SECTION  2.  It is the intent of the Legislature that the increase in fees
26    provided in Section 1 of this act shall apply to  registration  periods  which
27    begin on and after January 1, 1999.

                         STATEMENT OF PURPOSE

    PURPOSE:
    
    This legislation will amend Section 49-411, Idaho Code, to increase the annual fee 
    for dealer and manufacturer license plates and registration stickers from $5.00 to 
    $12.00. The $5.00 fee has been in place since the 1970's. This fee adjustment 
    parallels a 240% increase in passenger vehicle registration fees over the same 
    period.
    
    FISCAL NOTE:
    
    Approximately 10,700 dealer plate and sticker fees are collected each year. This 
    legislation is expected to generate an estimated $75,000 per year in additional 
    revenue for the state highway account.
