STATEMENT OF PURPOSE RS07705C2 This legislation provides additional options for becoming a nail technician or an esthetician by allowing licensed cosmetology instructors to provide the training required for licensure. Cosmetology instructors can now train cosmetologists in the three areas of hair styling, nail care and skin care (2 years/4000 hours), but cannot train those who want the simpler single license as a nail technician (300 hours) or esthetician (600). The legislation requires twice the number of hours than required at a school, requires that the trainee be under the direct, personal supervision of the instructor, and requires that the salon have one lice:nsed specialist for each trainee on site.
